North American Classification System (NAICS) Code: 511210 Small business size standard: $38.5 Million Classification Code: 70 - ADP equipment software, supplies and support equipment Set-aside Status: The proposed acquisition has with no set-aside restrictions. Competition Status: This requirement is posted as competitive (brand name only) Description: The purpose of the acquisition is to acquire one (1) annual StarDrop software license for use by the Epilepsy Therapy Screening Program (ETSP). The National Institute of Neurological Disorders and Stroke (NINDS) Epilepsy Therapy Screening Program (ETSP) screens compounds for seizure activity in a battery of well-established rodent models and was designed to encourage and facilitate the discovery of new therapeutic agents for epilepsy. Currently, if a compound fails efficacy testing in the NINDS Epilepsy Therapy Screening Program (ETSP), there are no tools to improve compound structure or its ADME properties. StarDrop software is vital for guiding ETSP participants in designing of new compounds with improved drug properties, and improved metabolic stability by identifying regions within the molecule that are most vulnerable to metabolism by the major drug-metabolizing isoforms of cytochrome P450. The Government will award a purchase order resulting from this Request For Quotation (RFQ) to the responsible offeror whose offer conforming to the RFQ will be most advantageous to the Government, price and other factors considered. Refer to attached "Purchase Description Attachment" for salient characteristics, delivery date and evaluation criteria. Summary Statement: All responses to this RFQ must be received by 1 PM Eastern Standard Time, on September 25, 2017 and must reference the announcement number specified above. Responses may be submitted electronically to Michelle Morelli, Contract Specialist, at michelle.morelli@nih.gov Fax responses will not be accepted. In addition, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response.
