- Export-Import (Ex-Im) Bank of the United States (Ex-Im Bank) intends to award a sole source contract for subscription services to OCLC. The applicable NAICS code is 518210-Data Processing, Hosting, and Related Services, with a small business size standard of 500 employees. There are no set-asides identified for this procurement. The Ex-Im Bank's Research Library has a requirement to purchase OCLC's Cloud-based Integrated Library System (ILS) including Discovery and Digital Management systems and storage. EXIM Research Library & Archives intends to use the OCLC cloud-based ILS / Discovery annual subscription including the following modules: acquisitions, cataloging with unlimited record importing, inclusion in and sharing of union catalog, physical processing management, serials, holdings, unlimited circulation and interlibrary loan (ILL), Electronic Resource Management (ERM) and discovery. EXIM Research Library & Archives shall continue to use the OCLC Archival Digital Asset Management System capable of handling 30,000-50,000 items and associated metadata. Also included are Archival Digital Asset Management hosting for 30,000-50,000 items (~ up to 1T of data) and Digital Archive Annual Gigabyte or Terabyte storage. OCLC is a global library cooperative that provides shared technology services, original research and community programs for its membership and the library community at large. OCLC is the market leader for cloud-based library services, interlibrary loan, digital asset management and digital archives. It is a non-profit known for fair pricing and state-of-the-art metadata standards. It does not have any viable competitors. Market research identified one competitor, Skyriver, but Skyriver does not meet the requirement for services needed. OCLC has access to over 200 million records. OCLC acquired its former competitors, RLIN and WLN in 2006 & 2009, respectively. OCLC services are an integral part of the EXIM Research Library & Archives infrastructure. OCLC is used at EXIM for cataloging, interlibrary loan, circulation and indexing and description of archival materials. In the past EXIM Research Library used InMagic DBTextworks and Casper but the systems were limited to cataloging records for titles in Library Collections. OCLC is the only source that provides a full suite of modern cloud-based digital products (including an Integrated Library System, Archival Content Interface and a Digital Asset Management System) for Libraries, Archives and Information Centers. As a result, OCLC has been the standard preferred vendor in Federal libraries This notice of intent is not a request for competitive proposals. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Anticipated period of performance will be 5 years, a base period, plus four twelve month option periods. Total contract dollar value is estimated at $157,000.00 (including all options, if exercised).
