Description

COMBINED SYNOPSIS/SOLICITATION Provide one (1), CASE Backhoe, Model: 580N EP 4WD T4 Final as a Brand Name OR Equal, for the order and delivery to the Altoona VA Medical Center. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition utilizes Cascading Set-Asides. All Small Businesses submitting an offer must be registered on https://www.sam.gov. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). CASCADING SET ASIDES: The evaluation of offers received in response to the solicitation will use a tiered or cascading order of precedence. Tiered evaluation of offers, also known as cascading evaluation of offers, is a procedure used in negotiated acquisitions when market research is inconclusive for justifying limiting competition to small business concerns or sub-categories of small business concerns. Evaluation - This acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12, & 13 as supplemented by agency procedures using the Lowest Price Technically Acceptable source selection process. Technical ability will be evaluated as either Acceptable/Unacceptable, Pass/Fail, or Go/No-Go. Tradeoffs are not permitted.
