Description
COMBINED SYNOPSIS/SOLICITATION Provide one (1), CASE Backhoe, Model: 580N EP 4WD T4 Final as a Brand Name OR Equal, for the order and delivery to the Altoona VA Medical Center. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition utilizes Cascading Set-Asides. All Small Businesses submitting an offer must be registered on https://www.sam.gov. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). CASCADING SET ASIDES: The evaluation of offers received in response to the solicitation will use a tiered or cascading order of precedence. Tiered evaluation of offers, also known as cascading evaluation of offers, is a procedure used in negotiated acquisitions when market research is inconclusive for justifying limiting competition to small business concerns or sub-categories of small business concerns. The contracting officer Solicits offers from both small and other than small business concerns that will be evaluated in the following tier order: service-disabled veteran-owned small business (SDVOSB) veteran owned small business (VOSB) All other small business concerns Other than small business If an award or a sufficient number of awards cannot be made at the first tier, evaluation of offers will proceed at the next lower tier until an award or a sufficient number of awards can be made. Evaluation - This acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12, & 13 as supplemented by agency procedures using the Lowest Price Technically Acceptable source selection process. Technical ability will be evaluated as either Acceptable/Unacceptable, Pass/Fail, or Go/No-Go. Tradeoffs are not permitted. The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Jan 2017), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at https://www.sam.gov.
