- IMPORTANT! THIS IS THE FULL-TEXT ANNOUNCEMENT THAT CONTAINS ALL REQUIRED SPECIFICATIONS, CAPABILITIES, TERMS, AND CONDITIONS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, and supplemented with additional information included in this notice. Army Contracting Command - Warren (ACC-WRN) proposed to solicit, negotiate and award on an other than full and open competition basis, a contract with Laibe Corporation Cage Code: 4N8X6. Laibe will provide the following items: NOUN: Water Well Drilling System (WWDS) and necessary ancillary hardware and related logistical and contractor support services (CSS) NSN: 3820-01-612-1324 Estimated Quantity: Three (3) Systems (EA) (Maximum 3 Years) Option Quantity: 30 hours of Field Support Services (FSR) OCONUS and 3 trips for OCONUS travel costs NAICS Code: 333120, Unit of Issue: Each, Inspection: Origin, Acceptance: Origin, FOB Point: Origin, Level of Preservation: Commercial, Level of Packaging: Commercial. This acquisition will result in a 3 year Requirements type contract for an estimated three water well drilling systems; each system consists of a drill rig, a support tender truck, and a mud trailer, as well as associated hardware. Additionally, the proposed acquisition includes net classes and Field Service Representative support services. ACC-WRN will negotiate on a sole source basis under the authority of FAR 6.302-1 with Laibe Corporation for this effort, as only Laibe is capable to meet this requirement. All responsible sources may submit a capability statement, proposal, or quotation, for consideration by ACC-WRN.
