Description
This is a pre-solicitation notice for a base year plus three option years for the manufacturing of different types of socks issued to the US Air Force Academy Cadets as Sock Kits. Each kit consists of the following: 8 pairs of summer light weight boot socks, 8 pairs of winter heavy weight boot socks, 2 pairs of ski socks, 5 pairs of crew socks, 5 pairs of ankle length physical training socks, and 8 pairs of light weight dress socks, for a total of 36 pairs per kit. Additional pairs of Physical Training Socks and Winter Boot Socks are stocked as well. Sizes required are small, medium, large, and x-large. Following are estimated requirements by size and type: Small 200 kits estimated per year Medium 200 kits estimated per year Large 900 kits estimated per year X-Large 250 kits estimated per year Physical training socks 1,400 pairs estimated per year Winter boot socks 1,400 pairs estimated per year Quantities are estimated. Required quantities will be provided by issuance of delivery orders. The socks must provide superior support, comfort, breathability and moisture absorption to minimize blisters and activity-specific stress caused by the extreme rigors USAF Academy Cadets put their feet through. The proposed socks must meet all the salient characteristics for each type of sock. Salient Characteristics: 1. Boot Socks, Sage Green, Winter, Heavyweight Description - Over the calf style, made from synthetic yarns for wicking moisture away from skin, spandex yarns for calf and arch support, increased loft in toe and heel area for cushioning and blister prevention, nylon exterior yarn for durability, and antimicrobial silver yarn technology in foot area for odor and bacteria reduction. 2. Boot Socks, Sage Green, Summer, Lightweight Description - Over the calf style, made from synthetic yarns for wicking moisture away from skin, spandex yarns for calf and arch support, nylon exterior yarn for durability, and antimicrobial silver yarn technology in foot area for odor and bacteria reduction. 3. Athletic Socks, White, Crew Length Description - Crew style, made from synthetic yarns for wicking moisture away from skin, spandex yarns for arch support, increased loft in toe and heel area for cushioning and blister prevention, nylon yarn exterior for durability, and antimicrobial silver yarn technology in foot area for odor and bacteria reduction. 4. Physical Training Socks, White, Ankle Length Description - Ankle length, made from synthetic yarns for wicking moisture away from skin, spandex yarns for arch support, increased loft in toe and heel area for cushioning and blister prevention, nylon yarn exterior for durability, and antimicrobial silver yarn technology in foot area for odor and bacteria reduction. 5. Dress Socks, Black, Lightweight Description - Calf length, made from synthetic yarns for wicking moisture from skin, nylon exterior yarns for durability. 6. Ski Sock, White Description - Over the calf style, made from synthetic or synthetic/wool blended yarns for wicking moisture away from skin, spandex yarns for calf and arch support, increased loft throughout the sock for cushioning and blister prevention and added warmth, nylon exterior yarn for durability. This will be a single award, firm fixed price, Requirements type contract. The proposed period of performance will include a base year period (Date of Award through 30 Sep 18) and three (3) one-year options (1 Oct 2018 - 30 Sep 2019, 1 Oct 2019 - 30 Sep 2020, and 1 Oct 2020 - 30 Sep 2021). The Buy American Act (DFARS 252.225-7001) and Berry Amendment (DFARs 252.225-7012) both apply to this acquisition. Delivery is FOB destination to USAF Academy CO 80840. The North American Industry Classification System Code (NAICS) is 315110 and the small business size standard is 750 employees. This acquisition is 100% small business set aside. It is anticipated the solicitation will be issued electronically on or about 11 October 2017 on the Federal Business opportunities (FBO) website at http://www.fbo.gov. Due date for receipt of proposals will be indicated in the solicitation document when it is released. Once the solicitation is posted on FedBizOpps, it is incumbent upon the interested parties to review this site frequently for any updates or amendments. It should be noted that paper copies of documents will not be provided. Quoters must be registered with the System for Award Management (SAM) or may not be considered for award. Registration can be accomplished at https://www.sam.gov. As of 1 January 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process and this is accomplished at https://www.sam.gov. The following evaluation criteria will be used to evaluate quotes: •· Technical •· Price •· Past Performance 5352.201-9101 OMBUDSMAN (Jun 2016) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
