- Justification for Other than Full and Open Competition USAID/Ethiopia located at the U.S. Embassy in Addis Ababa, Ethiopia, is replacing sections of its Workstation system that include CL01, CL02, CL03, CL04, CL05, CL06, CL07, CL08, CL09, CL10, CL11, CL12, CL13, CL14, CL15, CL16, CL17, CL18, CL31, CL40, CL41, RM 2135, RM 2175, and RM 2230. USAID/Ethiopia has been exploring ways in which it could fulfil the requirement for additional workstations. The mission realized that there is only one Indefinite Delivery Indefinite Quantity (IDIQ) contract holder that has been approved by the Department of Stats' Overseas Building Office (OBO) that provides supplies and services on U.S. Embassy compounds around the world. Accordingly, Spectrum Electrical Services has been asked to survey, design, furnish, and install all necessary elements to connect power and telecommunications to the newly installed furniture system. Spectrum Electrical Services will provide all labor, tools, materials, transportation, and services necessary in order to achieve planning, design, and installation of the new power and telephone/data system.
