- Applicable Clauses Performance Work Statement This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being conducted under FAR Part 13, Simplified Acquisition Procedures (SAP) and in conjunction with FAR Part 12, Acquisition of Commercial Items. The associated North American Industrial Classification System (NAICS) code for this procurement is 541690 - Scientific and Technical Consulting Services; Product and Service code (PSC) R499. This procurement is for full and open competition. The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a firm-fixed price purchase order on behalf of the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD). The required service are in accordance with the Attachment 1 - Performance Work Statement. The period of performance will start 30 September 2017 with a twelve-month base period and four (4) twelve-month option periods; for a total contract duration of sixty-months if all options are exercised. The Contract Line Item Nomenclature (CLIN) structure will be as such: CLIN 0001: Consultation and report generation in the screening of compounds in Tier 1 and Tier 2 Toxicity Assays; Quantity: 50; Unit of Measure: 1 Job: CLIN 0002: Consultant in Development and Validation of Cardiotoxicity Assays; Quantity: 6; Unit of Measure: 1 Job: CLIN 0003: Contractor Manpower Reporting (CMR); Quantity: 1; Unit of Measure: Each. The option year CLINs will follow the same CLIN structure however; the naming will be as follows: option year 1 will be 1001, 1002, and 1003; option year 2 will be 2001, 2002, and 2003 and on through option year 4. Attachment 2 contains all applicable provisions and clauses to this solicitation and resulting contract. All questions regarding this solicitation shall be emailed ONLY to Erin Maddox at erin.j.maddox.civ@mail.mil no later than 11:00AM eastern standard time (EST). No phone calls will be accepted. All quotations are due via email at erin.j.maddox.civ@mail.mil bo later than 6:00AM EST on 22 September 2017.
