Solicitation Number: VA247-17-Q-1166 Notice Type: Combined Synopsis/Solicitation 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This is a Request for Quotation (RFQ). The solicitation number is VA247-17-Q-1166. 2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. 3. The NAICS is Small Business Size Standard for this NAICS code is 423840. 1000 Employees. 4. This RFQ is set-aside for 100% Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses. 5. DESCRIPTION: ICU Replacement beds. See Statement of Work in the solicitation for details. 6. PERIOD OF PERFORMANCE: POP: Basic period of 1 October 2017 through 30 September 2018; with a six- month extension clause. 7. Deadline for receipt of offers: 25 September 2017, 2:00 PM, Eastern Standard Time. 8. The following provisions apply to this acquisition: FAR 52.212-1 Instructions to Offerors -- Commercial Items (Apr 2014) Addendum to FAR 52.212-1 Instructions to Offerors -- Commercial Items (Apr 2014) Paragraph (c) is modified to read as follows: (c) Period for the acceptance of offers. The offeror agrees to hold the prices in its offer for 90 calendar days from the date specified for receipt of offers. FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999) This provision is incorporated by reference, and paragraph (a) is modified to read as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The Government intends to make award to the lowest priced technically acceptable. The Government intends to award without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. The following listed are evaluation factors that shall be used in the evaluation process: Price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement (if applicable). The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (i) The price evaluation will be made on the basis of the total price of all line items. FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2014) with Alternate 1 (Nov 2013): Offeror shall include a completed copy of the provision. 9. The following clauses apply to this acquisition: FAR 52.212-4 Contract Terms and Conditions--Commercial Items (May 2014) Addendum to FAR 52.212-4 Contract Terms and Conditions--Commercial Items (May 2014) (c) Changes. The text is deleted and replaced as follows: FAR 52.217-8, Option to Extend Services (Nov 1999) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days before contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
