Description
Space and Naval Warfare Systems Command (SPAWAR) on behalf of the Program Executive Office for Enterprise Information Systems (PEO EIS), Naval Enterprise Networks (NEN) program office PMW 205 intends to issue a sole source solicitation for a contract extension of the Next Generation Enterprise Network (NGEN) contract (Contract #N00039-13-D-0013, Solicitation #N00039-12-R- 0009) to Enterprise Services LLC, 13600 EDS Drive, Herndon, VA 20171-3299. NGEN is one of the largest intranets in the world, and it provides end-to-end secure Information Technology (IT) services to more than 400,000 seats and 800,000 users, across more than 2,500 USN and USMC locations. The NGEN contractor: 1) operates the NGEN network while maintaining delivery of NGEN network and computing services; 2) supports the NGEN network and associated computing services from requirement identification to service disposal; 3) ensures continued security of the network and proactive enhancement of Information Assurance (IA) capabilities to meet evolving and emerging threats; 4) provides Government Command and Control (C2) to ensure flexible and responsive operation and defense of the network; and 5) leverages DoD enterprise security services provided by the Defense Information Systems Agency (DISA) to meet user requirements as technically and fiscally feasible and approved by the Designated Approving Authority (DAA). This extension will provide continuation of services and transition services for the Navy and Marine Corps while the Next Generation Enterprise Network Re-compete (NGEN-R) family-of-contracts are procured. The contract extension will provide continuation of all services Enterprise Services LLC currently provides under the NGEN contract N00039-13-D-0013 for a period of 23 months (a 3- month extension of option period four, a one 1-year option period, and a one 8-month option period). Additionally, the contract extension will provide transition services for end user hardware (EUHW) services for 39 months (a 3-month extension of option period four, and three 1-year option periods). Contract award is estimated to be in December 2017. The Government anticipates a Firm Fixed Price (FFP), Indefinite Delivery / Indefinite Quantity (IDIQ) contract modification to contract N00039-13-D-0013 for this requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Responses to this notice of intent to award to Enterprise Services LLC should be submitted no later than 10 October 2017, to Mr. Jose Cervantes, Contracting Officer, at (HQ SPAWAR) Code 2.1.5, 4301 Pacific Highway OT4 Code 02, San Diego, CA 92110-3127. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
