- Aegis Ashore Team Trainer Effort N6134018R0004 SOURCES SOUGHT (REQUEST FOR INFORMATION) INTRODUCTION The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL intends to sole source the Aegis Ashore Team Trainer (AATT) effort to Lockheed Martin Corporation (LM) Rotary and Mission Systems (RMS) Division (cage code 16331) of Orlando, FL under the authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1. LM RMS is the developer, integrator, and test agent for OASIS and AATT simulation software baselines and has sole access to the Aegis Common Source Library (CSL) which contains proprietary information and weapon defense tactical system software. This access is necessary to retrieve the OASIS and AATT software components to analyze and correct reported software performance issues. LM RMS, as the AATT original equipment manufacturer (OEM), has complete knowledge of the interface design specification between the combat and weapon system elements within the Aegis Ashore Combat System (AACS) tactical software and AATT simulation software. In order to comply with PGI 206.302-1 the Government is seeking information on the availability of potential comparable sources to provide distance simulation software deficiency analysis, engineering support for simulation software correction, onsite simulation software correction installation and testing, and simulation software correction product deliver for the AATT effort. Responses to this sources sought will be utilized to ensure no comparable source is available and more advantageous to the Government. PLACE OF PERFORMANCE The AATT effort involves the following training systems: -Aegis Ashore Team Trainer at the Center for Surface Combat Systems Unit (CSCSU), 5395 First Street, Naval Support Facility, Dahlgren, VA 22448 DISCLAIMER THIS SOURCE SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The AATT acquisition is for the procurement of OEM reach-back support that includes distance simulation software deficiency analysis, engineering support for simulation software correction, onsite simulation software correction installation and testing, and simulation software correction product delivery for the AATT through FY22. The AATT is located at Center for Surface Combat Systems Unit (CSCSU), Dam Neck, VA. The AATT was designed to meet Aegis Ashore Missile Defense System (AAMDS) Navy Training System Plan (NTSP) individual watch station and watch team training, qualification, and certification requirements prior to deployment to Romania starting in 2015, and Poland in 2018 and was delivered with Ballistic Missile Defense (BMD) 5.0 Capability Upgrade (CU) (Aegis Ashore Combat System (AACS) and BMD 5.1 tactical software (designated as Aegis Baseline 9B)). The Aegis Baseline 9B tactical software program typically goes through multiple Build iterations prior to final AAMDS deployment determination and the AATT is required to remain current with the same Build as AAMDS. The AATT must provide a training system approach that allows for both stand-alone and distributed training mode operations while utilizing curricula driven training scenarios with reference to all watch stander stations. The AATT is comprised of the Combat Information Center (CIC) Training Subsystem, Aegis Ashore Assured Command, Control, Communications, Computers, and Intelligence (A3C4I) Training Subsystem, and Government Furnished Equipment (GFE) in support of U.S. Navy (USN) curricula and must meet NTSP requirements for watch team qualification and certification. In order to meet future AA training requirements, the AATT will require concurrent tactical software and simulation subsystem upgrades to remain current with the AACS tactical software baseline designated for use in each AAMDS site. Additionally, AATT simulation software deficiencies that arise after Government acceptance that impact certification training objectives must be analyzed and corrected in between tactical software baseline Build installations when AATT simulation software is normally updated. Lastly, AATT upgrades will be required to stay concurrent with future development and delivery of BMD 5.X tactical software which is expected in response to evolving global ballistic missile threats. REQUIRED CAPABILITIES Due to the complexity of the AAMDS and watch team certification requirements, Commander, Naval Surface Forces Atlantic (COMNAVSURFLANT), by way of the Aegis Ashore Team Trainer Requirements Document (TRD), has mandated that the AATT shall not deviate or compromise in form, fit, or function with respect to the tactical system configuration, operation or function. The AATT TRD further requires utilization of the certified version of the AEGIS Weapon System Computer Program (Aegis Baseline 9B) as the trainer s tactical core software suite. Respondents must be able to achieve the above and have the following: (1) access to the proprietary LM Aegis data and (2) the in-depth technical experience, knowledge, manpower resources and existing infrastructure expertise to develop, integrate, and test the Aegis Baseline 9B tactical software to meet program deliveries mandated by the COMNAVSURFLANT. SPECIAL REQUIREMENTS Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment in accordance with DFARS clauses 252.225-7003 and 252.225-7009, inclusive of Class Deviation 2008-O0002, unless an exception applies. ELIGIBILITY The applicable NAICS code for this requirement is 541330 (Engineering Services). The Product Service Code (PSC) is R412 (Professional Support: Simulation). SUBMISSION DETAILS This sources sought notice is not a request for competitive proposals. It is a notice to determine if a comparable source exists and outline the Government s intent to contract on a sole source basis with LM RMS. Interested sources shall submit their written technical capabilities to provide the supplies described above. Written response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
