Description
The U.S. Army Contracting Command-New Jersey (ACC-NJ), on behalf of the Program Manager-Close Combat Systems (PM-CCS) intends to issue a solicitation for the production of the following items: Rocket & Launcher, 83mm HEDP, Bunker Defeat Munition (BDM), M141 NSN: 1340-01-443-5477 Field Handling Trainer (FHT), M141 Bunker Defeat Munition (BDM) NSN: 6920-01-574-3190 Kit, Launcher, Trainer, Subcaliber Bunker Defeat Munition (BDM), 21MM, XM808 NSN: 1055-01-583-9116 The M141 BDM is a hand-held, single shot, disposable, stand-alone, 83mm, direct fire Shoulder Launched Munition (SLM) designed to defeat earth and timber bunkers, light armor, and penetrate urban structures under all weather and visibility conditions. It is a man portable SLM that contains an interface for various night vision and aiming device attachments. The M141 BDM is the only SLM that is combat-proven to destroy earth and timber bunker field fortifications as well as defeat buildings, walls, and cave complexes in the short range close combat fight. The aforementioned items will be procured using the following quantity ranges: Bunker Defeat Munition (BDM), M141: 400-1200, 1201-2000, 2001-3500, 3501-5000 Subcaliber Bunker Defeat Munition (BDM), 21MM, XM808 : 25-99, 100-199, 200-500 Field Handling Trainer (FHT), 83MM, BDM: 1-2000 The manufacture, inspection, testing and delivery of the above items shall be in accordance with the Technical Data Package (TDP); which is a hybrid TDP owned/proprietary to both the contractor and the United States Government. The Government intends to fulfill this requirement via a Sole Source, Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with Nammo Talley, Inc. (NTI), Mesa, AZ 85277, pursuant to Title 10 United States Code (U.S.C.) Section 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2)(ii)(A) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. FAR 6.302-3(a)(2)(i), as applied in FAR 6.302-3(b)(1)(iv)(B), is appropriate when it is necessary to create or maintain the required domestic capability for production of critical supplies by limiting competition to items manufactured in the United States, or its outlying areas, or Canada. The following components contained in this conventional ammunition procurement action shall be restricted to sources within the United States and Canada. Competition shall be restricted for the: LAP; Black Powder; Explosives; Thermal Battery; Propellant MOD; Fuze; Nitrocellulose; Warhead; Detonator M55; Primer M42; Delay Primer; Delay Output Cup Assembly; Input Cup Assembly; Stab Primer; Pressure Cartridge; Piston Actuator; Booster; Igniter RKT MTR MK 303-0; Rocket Motor 83mm MK119-0; and M100 electric match. The Contractor shall be responsible for providing all materials, equipment, hard tooling, personnel, and facilities necessary to manufacture, produce, and deliver the types and quantities of deliverables specified by the contract. The M141 BDM, XM808 Sub-Caliber Trainers & FHTs shall be manufactured and tested in accordance with (hybrid TDP owned/proprietary to both the contractor and the United States Government) Production Specification and the Contractor's Drawings and associated lists. The North American Industry Classification (NAICS) Code for this procurement is 332993, Ammunition (Except Small Arms) Manufacturing. The period of performance for this requirement will be three (3) twelve (12) month ordering periods. THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL (RFP)/solicitation. Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP/solicitation or an award. This notice should not be construed as a commitment of any kind by the U.S. Government. It is anticipated that a solicitation will be issued on or about fifteen (15) calendar days from the date of this announcement. Proposals will be required within thirty (30) calendar days from issuance of the solicitation.
