Description
This Sources Sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. This notice neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. It should not be construed as a commitment by the Government for any purpose. Responses to this Sources Sought notice will be used by the Government in making appropriate acquisition decisions. Therefore, no contract award will result from this Sources Sought Notice. The United States Army Corps of Engineers (USACE) Walla Walla District is issuing this notice to measure the interest and availability of other than large business firms, including HUBZone, 8(a) or Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB) or other Small Business concerns that are capable of supplying the following: The Corps has eight mainstem Columbia and Snake River projects with fish ladders and associated facilities for passing adult salmon, steelhead, shad, bull trout, lamprey, and other migrating and resident species. These facilities allow adult fish to pass, via swimming, from the tailrace of each project (downstream side of the dam) to the forebay (upstream side of the dam). The Corps has specific requirements for counting adult fish passing each of the projects during the period of performance of each year, from 1 March through 28 February. The primary fish passage season is April 1 through October 31. From November 1 through March 31 when fish numbers are greatly reduced, different fish counting requirements are in effect. The Contractor shall count fish utilizing two methods, visual fish counting and from review of video records. Visual fish counting entails the counting personnel observing fish in real time as they pass the viewing window, either while physically at the count station or via video feed, as the fish pass through the counting slot in the fish ladder. Counters must identify fish by species group and tabulate them to a computer database. Video fish counting entails the Contractor using a camera and digital recording equipment to record fish passing the counting window during periods of low fish numbers for later review. Normally digital video count activities are between November 1 and March 31. Fish counts at night occur at several projects annually from June 15 to September 30. Counts at night and during winter do not necessarily take place every year at each project during the course of this contract. Tabulated fish counts shall be electronically transferred to Corps-designated distribution and archival locations at least daily. The Contractor shall develop a statistically rigorous quality control program to assure accuracy of fish count data. The counting program has an overall goal for maintaining 95 percent accuracy for identifying and counting of all salmonid species and 85 percent accuracy for American shad. The Contractor shall provide labor and all equipment in functional condition (computers, video cameras, DVR's, etc.); and any supplies required to conduct counting operations. The Contractor shall provide the means to electronically convey (internet connection, communications software, etc.) count information daily to Corps' designated distribution and archival locations. Set-aside Status: The solicitation is scheduled to be issued as a Set-Aside 100% for Small Business concerns. The North American Industry Classification System (NAICS) code for this procurement is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) with a small business size standard of 500 Employees. In order to determine the extent of industry interest and experience in the requirement, interested firms shall present the following information: (1) Data Universal Number System (DUNS) number and CAGE code; (2) Socio-economic classification(s) (e.g., 8(a), small business, small disadvantaged business, etc.) as they relate to NAICS code 541712; (3) A brief overview of the firm's capabilities and experience as they relate to the potential supplied items listed above; The response to this notice shall be in summary format and shall not exceed three (3) pages. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. All attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format. Responses should be received by 4:00 p.m. PDT, 12 October 2017. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the government in the acquisition decision, which is the intent of this sources sought synopsis. Note: If you do not intend to submit a proposal for this project when it is formally advertised, please do not submit a response to this sources sought synopsis. If inadequate responses are received, this solicitation may be issued for full and open competition. Respondents will not be contacted regarding their submission or information gathered as a result of this sources sought notice.
