Description

The Department of Veterans Affairs, NCO 17 Network Contracting Office on behalf of the VCB Community Based Outpatient Clinics (CBOCS) and Harlingen facilities intends to issue a sole source firm fixed priced task order to Omnicell Inc., 590 East Middlefield Road, Mountain View, CA 94043. Omnicell, Inc. will furnish all labor, equipment, and expertise necessary for a full-service contract to include IT infrastructure including server upgrade and all new interfaces. The purpose of this contract is to increase patient safety, workflow efficiency, improve productivity, and reduce costs in the central pharmacy which will provide greater control and the tracking of medications. This notice is not to be considered a request for quotations or proposals. No contract will be awarded based on offers received in response to this notice; however, any offers received may be used to determine if a comparable source is available and more advantageous to the government. All interested and responsible sources may submit a response no later than 3:00pm CST, September 25, 2017 via email to Victoria.Rone3@va.gov; which, if timely received, will be considered by the agency. If no affirmative written response is received within 5 calendar days from the publication of this notice, a task order will be issued to Omnicell, Inc. without any further notice. All response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304, as implemented by FAR 8.405-6 Limited Sources. The proposed sole source procurement is being made with Omnicell, Inc. based on pricing in their VA National Acquisition Center (NAC) pricelist. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. No Proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s.)
