Description
Reference: W912HQ-17-SN-0027 for Sources Sought for FOLLOW ON FOR TRAINING AND SUPPORT SERVICES FOR THE U.S.ARMY INDIVIDUAL TERRORISM AWARENESS. The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order for 1 class (with 2 optional classes) to SUMMIT POINT RACEWAY ASSOCIATES, INC. dba BSR for FOLLOW ON FOR TRAINING AND SUPPORT SERVICES FOR THE U.S.ARMY INDIVIDUAL TERRORISM AWARENESS. No competition is being sought. BSR is the incumbent contractor for INTAC training and successfully performed under contract W912HQ-14-D-0002. The INTAC class is scheduled to begin 28 October 2017. It is vital the class is held without delay due to training being mandatory for pre-deployment. Any delay would seriously affect the warfighter mission. Necessary government furnished equipment is currently at BSR's facility. Moving the equipment to a new location would be costly and take a considerable amount of time. Contracts would need to be awarded to move the current material and market research has shown it would take at least 2 weeks for performance once awarded. If any material is damaged or lost during transport it would hurt mission goals. The cost to move government property for one class and then to move it again once the main contract is awarded would also be an additional cost. It is not practicable to complete these tasks and ensure training is conducted on 28 October 2017. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to SUMMIT POINT RACEWAY ASSOCIATES, INC. dba BSR for this short term contract.
