ESSD AWS Operational Standards and Best Practices USPTO CIO Office of Infrastructure, Engineering and Operations Enterprise Software Services Division (ESSD) Request for Information for Support Services for IT Systems Hosted In Amazon Web Services (AWS) THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued by the United States Patent and Trademark Office (USPTO) solely for information and planning purposes; it does not constitute a Request for Quote (RFQ)/Request for Proposal (RFP) or a promise to issue an RFQ/RFP. This RFI does not commit the Government to contract for any supply or services. The USPTO is not seeking proposals at this time. The Government will not pay any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. It is the intent of the USPTO to use this market research to assist in planning. The USPTO CIO Office of Infrastructure, Engineering and Operations Enterprise Software Services Division (ESSD) has a requirement for support services for information systems hosted on premise at a USPTO datacenter, in Amazon Web Service (AWS), or both in a Hybrid Cloud architecture. This includes enforcement of operational standards to produce quality information systems and the enhancement of a shared infrastructure. The goal is to adopt the best practices in with an operational focus on uniformity and automation across the enterprise which can be measured by the following: 1. Consistency - The end result can be reliably achieved through step-by-step standard operating procedures with some foundational knowledge but minimal system-specific knowledge and the procedures defined therein are largely reusable from system to system. 2. Repeatability - The end result is reproducible in a way that minimizes the probability of error and manual interaction. This includes eliminating steps where practicable and the need for specialized knowledge or training. 3. Interchangeability- Technical solutions and operational standards implemented under this contract shall enable these objectives so that support under ESSD is predictable and interchangeable from system to system See the attached RFI document for additional details of the requirement and the submission instructions. Note: The USPTO will review responses to this RFI and issue a solicitation to vendors using the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act 35 U.S.C 2(b)(4)(A).
