- Technical Drawings Technical Specifications for Bonneville Powerhouse II Headcover pumps. Sources Sought Notice 1. General: This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to solicit a contract for the supply of Rotary Lobe Pumps for Bonneville Lock & Dam, Cascade Locks Oregon. NO SOLICITATION IS CURRENTLY AVAILABLE. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities, www.fbo.gov, at a later date. The purpose of this Sources Sought is to gain knowledge of interest, capabilities, and qualifications of various members of the industry, to include the Small Business Community. Small Businesses, Small Disadvantaged Businesses (including 8(a) firms), Historically Underutilized Business Zone (HUBZone) Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Woman Owned Small Businesses (WOSB) (including Economically Disadvantaged Women-Owned Small Businesses (EDWOSB)) are highly encouraged to respond. Contract Information: CENWP expects to solicit a contract for the supply of sixteen (16) rotary lobe pump skid assemblies and suction and discharge hose assemblies for Bonneville Powerhouse 2 main unit head cover pumps, plus three (3) spare pump skid assemblies, with four (4) rebuild kits. Furnish an additional four (4) rotary lobe pump skid assemblies and suction and discharge hose assemblies for Bonneville Powerhouse 2 fish unit head cover pumps, plus one spare pump skid assembly, to include two (2) rebuild kits. The proposed project will be a competitive, firm-fixed price (FFP) contract. Responses to this Sources Sought announcement will be used by the Government to support and make acquisition strategy decisions, including, if appropriate, a small business set-aside decision. 3. Project Description: In addition to the supply of the rotary lobe pump, associated spares, and rebuild kits, all pumps must include a 1 year "commercial" wear warranty that begins when the pumps are put into service and a four (4) year workmanship warranty that begins when the pumps arrive on-site. The wear warranty will cover needed replacements of the wear plates, lobes, pump housings, and seals during the warranty window. The workmanship warranty will cover needed replacements of major component parts that are found to be functioning abnormally due to defective machining, incorrect material, or improper assembly during the warranty window. The workmanship warranty also includes all spare parts that are anticipated to be need during the extended time, calculated based upon the number of hours the pumps are in use, if they are in use, or a general total time that has passed, if they are being stored. Contractor Qualifications: CENWP seeks information from contractors regarding their experience in either the manufacture or supply of rotary lobe pump systems as outlined below.  The Contractor shall submit descriptive literature for the pump selected that demonstrates that all salient characteristics are met. This will include, but not be limited to, pump cut sheets (dimensional drawings), data sheets (product specifications), pump performance curves, pump and motor rotational speed, motor and gearbox performance characteristics, any specific equipment options proposed. o Materials and equipment must be the products of manufacturers regularly engaged in the manufacture of such products. o Items of equipment must essentially duplicate equipment that has been in satisfactory use at least 2 years prior to proposal submission. o Materials differing in minor respect from that specified may be proposed, provided such differences are clearly stated. Any materials required which are not covered in the piping material schedule or these specifications must conform to applicable specifications. o In cases where material is not covered by one of the listed specification groups, the Contractor shall furnish the highest commercial grade of material or product available. o Particular attention must be given to the marking of valves to indicate body and trim material and pressure rating. 5. Submission Instructions: Responses to this Sources Sought Notice must be submitted electronically (via email) SUBJECT: W9127N17R0094 Rotary Lobe Pumps for Bonneville PH2. Please send to Robbie Newland, Contract Specialist, at Robbie.R.Newland@usace.army.mil in either Microsoft Word or Adobe Portable Document Format by 4:00 pm Pacific Daylight Time Wednesday, Oct 4, 2017. An acknowledgement will be sent to verify receipt. A response to this Sources Sought Notice shall be limited to ten (10) pages and shall include the following information: a. The company's name, address, point of contact, phone number, email address, CAGE and DUNS number, and the Construction Bonding Level per contract. b. The company's small business category (i.e., Small Business, Small Disadvantaged, 8(a) firm, Historically Underutilized Business Zone (HUBZone), Woman Owned Small Business(WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), or Service-Disabled Veteran-Owned Small Business (SDVOSB)) and business size. c. Relevant information on the company's experience and capabilities as it pertains to the proposed work outlined in the Project Description and the elements found in Paragraph 4. d. Information regarding a minimum of one project similar in size, scope, and complexity to this project, including a brief description of the project, customer name, timeliness of performance, contract number, customer satisfaction, and the dollar value. The Government may verify information in CPARS or PPIRS. 6. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought Notice or any follow-up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. All interested companies must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
