- The U.S. Army Communications Electronics Command (CECOM) anticipates a requirement for a quantity of 1 each of Modification Kit, NSN: 5841-01-552-0649, p/n: 059-001818, Modification Kit consists of 3 CCAs, one top cover assembly, some hardwares and 1 each of Radar Data Processor CP-1597C, NSN: 5841-01-543-6979, p/n: 059-001818. Modification Kit and Radar Data Processor are part of AN/APR-39C(V)1. The current source of supply is Northrop Grumman Corporation Electronic Systems, Land & Self Protection Systems Division, 600 Hicks Road, Rolling Meadows, IL 60008. Suppliers capable of producing/supplying the Government must include documentation such as test results, copy of prior purchase order(s) if the supplier produced the item. The supplier must demonstrate that they can supply the Army with units that will be physically and functionally interchangeable with the units currently used with the AN/APR-39C(V)1 System. Suppliers may find obsolescence issues with certain items, in which case they should address their mitigation plan to to resolve such a problem. Potential suppliers may be required to warrant that these items supplied will satisfactorily perform when used for the purpose intended by the Army. The Radar Data Processor and Modification Kit are export controlled/sensitive items. A technical data package defining the manufacture and acceptance of this item is available from the Army. Some minimal errors may be embedded in the drawing package. Interested Sources should possess the following test equipment in working condition, Radar Signal Simulator Set (SM-674A/UPM) and Test Adapter (MX-9848A), to conduct the Acceptance Test Procedure (ATP). The ATP number 094-014970, AN/APR-39C(V)1 Radar Data and Kit Acceptance Test Procedure will be used. Responding suppliers are asked to indicate their size status in relation to the applicable NAICS code 33451 and size standard 750. Provide Contract Number, Point of Contact (POC), e-mail address, phone number, and a brief description of your direct support of the effort. 4) Describe the qualifications of your engineering staff, who have experience in the design and production of application similar in complexity and technology Parts / System?. 5) Describe your company's experience in identifying the test equipment for components similar in complexity and technology to what is used in Part/System??. 6) Describe your company's experience in managing obsolescence issues. 7) Does your company maintain a Program and Assessment Tool to monitor and analyze the availability of components to allow clear and precise tracking of all obsolescence issues? If so, please elaborate on the Program and Assessment tool(s). 8) Describe your company's experience in identifying the alternatives for the unavailability of obsolete materials or components to mitigate obsolescence issues. 9) Discuss your company's capability in meeting US Government contracting delivery requirements. 10) Do you have product/s or keep products in stock? This Request for Information (RFI) is for planning and market research purposes only, and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions. This is NOT a Request for Quote or Proposal. The Government does not intend to award a contract on the basis of this RFI or reimburse any costs associated with the preparation of responses to this RFI.
