- The Naval Air Systems Command (NAVAIR) Precision Strike Weapons Program Office (PMA-201) intends to enter into sole source negotiations and subsequently award Firm-Fixed-Price (FFP) delivery orders to Northrop Grumman Corporation (NGC), 2000 NASA Boulevard, Melbourne, FL, 32904-2322, against Basic Ordering Agreement (BOA) N00019-15-G-0025. The period of performance is anticipated to be 18-24 months. Contract award is anticipated for the fourth quarter of calendar year 2017. This order is to procure and repair Circuit Card Assemblies (CCAs) in support of the Harpoon Ship Command Launch Control Set (HSCLCS). This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c) (1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only one responsible source and no other services will satisfy agency requirements." This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. NGC currently holds and maintains the production drawing package for the Harpoon Data Processor Computer (DPC) equipment and Enhanced DPC CCAs. The hardware incorporates NGC proprietary algorithms in some of the electronic components, such as the Field Programmable Gate Arrays, and the Magnetics/Inductors used on some of the power supply boards. Accordingly, NGC is the only known, qualified, responsible source that can fulfill the requirements herein. Subcontracting opportunities may be available and should be sought with NGC at the following address: Northrop Grumman Corporation, 2000 NASA Boulevard, Melbourne, FL, 32904-2322. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
