IT IS NOT A SOLICITATION.** SOURCES SOUGHT The Contractor will provide medical physicist services for Diagnostic imaging. All services will be provided under the direct supervision of a Board Certified Medical Physicist. Certain regulatory bodies require testing of diagnostic x-ray equipment to ensure diagnostic imaging quality and a safe environment of radiation safety for patients, staff and visitors. These regulatory bodies are: The FDA, New York State Department of Health, New Jersey Department of Environmental Protection, New York City Department of Health and The Joint Commission. The VA requires that these requirements be satisfied in accordance with all applicable guidelines set forth by the regulatory bodies mentioned above. Equipment: This includes all Nuclear Medicine and Diagnostic Radiology Equipment (including all applicable PDM devices), Radiology Services (including US & MRI), Radiation Therapy (CT Simulator only), Nuclear Medicine, Dental Service, and Radiation Safety Office, at multiple respective VA Medical Centers. The below listed duties are not all inclusive, however, the addition of duties are not materially substantive. REQUIREMENTS RADIOLOGY Quarterly collimation tests as specified in Part 16 NY State Sanitary Code for all radiographic and fluoroscopic systems. Quarterly CR and DR quality control. Semi-annually the Contractor will perform Part 16 NY State tests including: Radiographic: reproducibility, HVL, kV calibration, exposure time accuracy, mA linearity, photo timer evaluation, interlocks and tomography evaluation. Fluoroscopic: reproducibility, HVL, kV calibration, timer accuracy, mA linearity, photo timer evaluation, high and low contrast resolution, and maximum and typical fluoroscopic entrance exposure rates. Audit of Diagnostic Radiology QC program to include X-ray, CT, US, and MRI. CT Quality Assurance tests, including dose profiles, spatial resolution and low-contrast detectability testing as required by the ACR, and the NY City and State Departments of Health. Annually: NY DOH required QC testing of Primary Diagnostic Video Monitors to include GSDF Verification, Facility QC Review, Brightness Uniformity, Luminance Ration, and Assessment of Viewing Conditions for all applicable PDM devices for all sites listed in Section I, Introduction and Scope of Work, B. Review Medical Imaging s technical quality assurance program. Review CT protocols to optimize patient dose. Estimated skin exposures for commonly used exams in all rooms. Fluoroscopic table top exposure rates. CT Quality Assurance tests and dose estimates as specified by the NY State Department of Health. Review of Diagnostic Radiology s departmental policies and procedures by the Department of Health. Annual CR and DR quality control tests. Perform emergency acceptance tests of CT tubes within 30 days of replacement. MRI physics services for MRI unit: Perform gauss line measurements and establish safety zones consistent with ACR guidelines. Support an ongoing quality control program and audit the program periodically, consistent with ACR standards. Perform all tests to comply with ACR and manufacturer recommendations. CR physics services for CR units: Perform all tests to comply with manufacturer s and NY State Department of Health requirements. DR physics services: Perform all tests to comply with manufacturer s and NY State Department of Health requirements. Ultrasound transducer quality control testing. Provide medical physics consultations as needed. Perform in-service education/ training for staff as needed/ requested: Provide Radiation Protection Lectures to x-ray technicians, nursing staff, and physician staff as required. Provide technical lectures to Radiology staff. Provide 2 1-hour lectures to radiology students regarding Radiation Safety and Radiation Physics. Other Required Services Perform any dose calculations required on radiated patients Attend Radiation Safety Meetings as needed Serve as a back up to the Radiation Safety Officer in the event of extended leave(s) Reporting Continuously update radiation safety manuals consistent with current regulatory and industry standards. Monitor film badge service. Report to Radiation Safety Committee on a quarterly basis, reviewing the findings of all audits performed during the quarter. REQUIREMENTS NUCLEAR MEDICINE Quarterly Responsibilities: Review of personnel dosimetry reports, including vacancy analysis. Review of radiation area surveys and wipe tests. Review of ALARA practices and an annual management audit of the department. Perform dose calibrator quality control analysis (including accuracy, constancy, geometry and linearity). Review isotope inventory control. Perform annual sealed source leak testing. Review of all mandated records to insure compliance with regulatory agencies. Other Responsibilities Monitor the existing quality control program to ensure compliance with the guidelines established by the Federal and State agencies. Review existing procedures and techniques and make suggestions where improvements may be possible. Assist in establishing all the procedures needed to meet Department of Health radiation safety requirements, such as establishing and reviewing record keeping programs for isotope surveys, etc. Assist with amendments and procedures to add isotopes to your existing license. Monitor the personnel radiation safety program compatible with local government requirements. Monitor radioactive waste disposal programs and make suggestion as required. Assist in the purchase and evaluation of new equipment. Perform sealed source leak tests as required by license. Audit the Radiation Safety/ Quality Assurance Program quarterly. Additional consultations as required to ensure compliance. REQUIREMENTS RADIATION SAFETY WORKER Train the In House Radiation Safety Worker to perform the following duties: Dose calibrator of the Nuclear Medicine Program Quarterly Linear Checks Radioactive waste handling Weekly surveys of storage sheds Biweekly supervised waste transfer from research labs to the storage shed Monthly spot checks of trash monitor Survey meters Distribution and collection of meters of all users (for calibration) Shipping/ handling of meters to vendor for calibration Employee badges Monthly collection and distribution of badges Return badges to vendor monthly Distribution of badge reports Addition and deletion of badges I-131 Therapy On-site training of staff Room preparation Thyroid uptake measurements Room surveys and radioactive waste handling QMP of Nuclear Medicine Therapy Inventory and wipe tests of all sealed sources Provide RSO with data for Quarterly and Annual Reports, to include: QMP records of Nuclear Medicine Record and track radioactive shipments Badge information Inventory of sealed sources In-service staff as needed All interested and qualified parties should provide the following information via email to me.
