Description
Terms of Use The Naval Sea Systems Command (NAVSEA) is issuing a Full and Open Competitive solicitation for the development of and procurement of AN/BVY-1 Integrated Submarine Imaging Systems. This requirement includes the development of Technical Insertion baselines and Advanced Processor Builds for all platforms in accordance with the Submarine Warfare Federated Tactical System plans. The resultant contract will include one (1) base year and nine (9) option years. The RFP includes Cost-Plus-Incentive-Fee (CPIF) non-recurring engineering design of the system in the base year with nine additional option years. Production units shall be procured on a CPIF and/or Firm-Fixed-Price (FFP) basis. The solicitation, performance specification(s) and other related controlled files will be distributed only to those companies with a validated security clearance. To attain this validation, prospective Offerors must submit a completed "Terms of Use" agreement (attached to this listing) completed and signed by an authorized representative of the company to the PCO Representative, Mr. Edward Pollack, at edward.pollack@navy.mil and the Contracting Officer, Mr. Matthew Kopp at matthew.kopp@navy.mil. Once a prospective Offeror's need-to-know and security clearance is verified and approved, the company will be authorized to receive the solicitation, performance specification and other related controlled files via the AMRDEC Safe Access File Exchange (SAFE) website (https://safe.amrdec.army.mil/safe/Default.aspx). Offerors who previously submitted a "Term of Use" agreement in response to the synopsis and were previously verified by NAVSEA security are not required to re-submit a "Terms of Use" agreement and will receive the solicitation package via AMRDEC SAFE shortly after the posting of this announcement. Any classified data related to this solicitation will be mailed to the mailing address identified in the "Terms of Use" agreement. National policy does not support release of these sensitive documents to foreign sources. The security classification level for this procurement is SECRET. DFARS 252.204-7004 Alternate A, System for Award Management, applies. Lack of current registration in the SAM database will make an Offeror ineligible for award. Registration information may be obtained via www.sam.gov. The Government will consider all comments received. The Government does not commit to providing a response to any comments or questions. The subsequent revision to the RFP based on comments received remains solely at the Government's discretion. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified below. This notice shall not be construed as a promise to contract or commitment of any kind. This information is subject to modification and in no way binds the Government to award a contract. The Government is not responsible for any cost incurred by industry in responding to this notice.
