- This Request for Quote (RFQ), N62271-17-Q-1279, for the Naval Postgraduate School is prepared in accordance with FAR 13, Simplified Acquisition Procedures, and supplemented with additional information included in this notice. The NAICS associated with this purchase is 511199, business size is unrestricted. NPS has a Sole Source Requirement for the below items referenced in the below Schedule of Supplies. The Naval Postgraduate School (NPS) intends to award a Fixed Firm Price purchase order. Sole Source Requirement: The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under FAR Part 6.303-2. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Method of payment will be via Wide Area Workflow (WAWF). Statement of Requirements The Naval Postgraduate Schools Dudley Knox Library maintains a curated portfolio of information products from credible and proprietary sources that support the teaching, learning, and research needs of NPS students and faculty. Selection is based on relevance to curricula and research interests, the quality of content, and technical delivery preferences. Because some information is better imparted by video than by written text, the Library needs to provide authoritative, academically-focused videos collections to support NPS instruction and research. Sage Video provides streaming video collections on a wide range of social science topics of interest to NPS researchers in NSA and GSBPP. It combines originally commissioned and produced material with content licensed from other authoritative sources. Types of videos include case studies, tutorials, interviews, lectures, documentaries, and more. Market Research has indicated that this requirement has a sole source. See attached RFQ and SSJ
