Description
The National Institutes of Health (NIH), the Office of Logistics and Acquisition Operations (OLAO), intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b)(1),with University of Maryland Baltimore School of Pharmacy Mass Spectrometry Center (MSC) located in Baltimore Maryland. The contractor is to provide services and deliverables by providing professional analysis, support the research mission of MMS/LRCMB/NEI by providing access to critical high definition mass spectrometry capability across several platforms in proteomics, lipidomics, metabolomics, and small molecules (such as retinoids) for analysis of biological samples generated by research of MMS/LRCMB personnel, in addition to expert data analysis and interpretation. University of Maryland Baltimore School of Pharmacy Mass Spectrometry Center is the only source because of its expertise in all areas of mass spectrometry beyond proteomics mass spectrometry, which LRCMB lab personnel can gain access to, as well as access to advanced workflows, instrument training, data analysis, combined with intellectual input from MSC staff. This will enhance LRCMB present and future expertise in these technologies, critical to retinal biochemistry and the mission of LRCMB. It also a cutting-edge research core facility with wide variety of MS instruments (different types of mass spectrometer instruments to allow for different specialized applications) including the state of the art high definition systems required and capable of undertaking all MMS/LRCMB's proposed projects for their analyses. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, interested parties may identify their interests and capability to respond to this requirement by sending documentation that demonstrates their firm's ability to provide an equivalent service as described above, no later than September 26, 2017 at 11:00 A.M. EST by email to ajaooj@mail.nih.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone or oral communications will not be considered. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
