Description
AAF Draft PWS Agency/Office: United States Transportation Command The purpose of this synopsis is to notify interested parties that the USTRANSCOM Acquisition Directorate anticipates issuance of a solicitation for a single award IDIQ contract to provide rotary wing transportation services in support of Afghan National Defense Security Forces (ANDSF) via the Afghan Air Force (AAF). The requirement is for dedicated rotary wing heavy airlift for Afghan passengers and cargo. Aircraft will be based out of resolute Support Coalition operation locations in Kabul, Kandahar, and Mazar-e Sharif, Afghanistan with possibility of adding locations within Afghanistan. The missions will be within the borders of the Government of the Islamic Republic of Afghanistan (GIRoA) and limited to only GIRoA personnel and cargo. Offerors must hold a Certificate under 49 USC Section 41102 but are not required to be CARB approved air carriers. The Contractor shall be capable of providing all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to perform: (1) passenger and personal luggage transportation, (2) human remains transportation, (3) cargo transportation (to include resupply), and (4) casualty evacuation. Flight hours are estimated at 9600 per year. All airlift missions will be conducted as Dual-Ship missions in accordance with the published Afghan Theater Procedure Guidance (APG) v.8.0 dated 16 Aug 2015. A Request for Proposal (RFP) will be available on Federal Business Opportunities within the next 30 days. No hardcopies of the solicitation will be issued. USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note USTRANSCOM will not be responsible for any costs incurred by any entity which provides and/or attempts to provide information in response to this synopsis.
