Description
The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), intends to issue a new work modification to contract VA118-14-C-0014 on a sole source basis for the implementation of the Web and Mobile Application Image Viewing Solution (IVS) in VA s Next Generation (NextGen) Platform hosting mobile applications in accordance with all VA NextGen policies and procedures. Contract VA118-14-C-0014 was awarded to Accenture Federal Services (Accenture), formerly Agilex Technologies, Inc. February of 2014 for a Commercial-Off-The-Shelf (COTS) Web Mobile Application IVS to allow for the viewing of clinical images stored in the Veterans Health Information Systems and Technology Architecture (VistA) Imaging repository on web-enabled and mobile devices in the desktop, tablet and phone devices of clinicians. The period of performance at time of award consisted of a 5-month pilot and 7 and a half month deployment, plus 3 option years of hardware and software maintenance support. The IVS is a COTS and Food and Drug Administration (FDA) approved solution which provides VA secure viewing of diagnostic quality images on mobile devices and web-based browsers. The contractor shall use exiting VA Atlassian software suite of tools in the implementation of the IVS solution in the NextGen platform including the installation environments supporting the automation of the build/deployment process. VA s policies and procedures are posted in VA s Atlassian JIRA Wiki to which the current contractor has access. The contractor shall coordinate all necessary design and technical features/questions with VA Mobile s architectural review board. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A Justification for Other Than Full and Open Competition has been approved in support of the proposed new work modification which describes the unique technical requirements of this action that can only be performed by Accenture. The North American Industrial Classification (NAICS) for this effort is 339112 with a corresponding small business size standard of 1,000 employees. The period of performance will be date of award to April 30, 2018. The estimated date of award for this action is September 29, 2017. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement in response to this notification which shall be considered by the agency.
