Description
Sources Sought Notice/Request for Information: Scientific, Forensic, and Administrative Support. The U.S. Army Medical Research Acquisition Activity (USMRAA) on behalf of the Armed Forces Medical Examiner Service (AFMES), is conducting market research to identify any sources with the capability of providing the required printing and publication identified herein. This is a Source Sought notice. The U.S. Army Medical Research Acquisition Activity (USAMRAA) is seeking potential sources capable of providing firm-fixed-priced services. The services provided under this contract are entitled ‘Scientific, Forensic, and Administrative Support Services for the Armed Forces Medical Examiner Service (AFMES). AFMES' mission is to provide comprehensive services in forensic pathology, special investigations, forensic toxicology, (DNA) technology and identification, and mortality surveillance for the DoD. The office of the AFMES is the center of medicolegal investigations providing complete multi-faceted forensic investigations. AFMES provides worldwide scientific consultation, research and education services in the field of forensic DNA analysis serving the DoD and other federal agencies. Forensic investigation of crime scenes are routinely conducted upon request as a direct result of close working relationships with investigative arms of military branches and other federal agencies. Operational deployments are often required and can be accomplished worldwide in 4-48 hours, depending on location. The services are comprised of entry, mid-level, and senior Scientists, Laboratory Technicians, Program Managers, Logistics Specialists, and Administrative Assistants. Further information regarding specific objectives, tasks and deliverables are discussed in the attached draft Performance Work Statement (PWS). Interested firms should submit a Capability Statement that demonstrates the Offeror's ability to perform the scope of work in the Draft PWS. The Capability Statement shall not exceed ten (10) typed pages and all electronic submission may not exceed 10 MB. Additional sheets for cover page, table of contents, tables and charts will not be counted toward page limitation. The Capability Statement specifications are described in the attached Request for Information (RFI) document. This RFI does not constitute an Invitation for Bid or a Request for Proposals, nor should it be considered as a commitment on the part of the Government. The information received WILL NOT obligate the Government in any manner nor will the Government reimburse companies for any costs associated with submittal of this RFI. By submitting information in response to this RFI, respondents consent to the release and dissemination of submitted information to any Government or non-Government entity for information review. As such, to the extent that any information submitted in response to this RFI is marked as, or construed to be proprietary or business-sensitive, respondents are hereby notified (a) about the potential that such information may be disclosed to third parties and (b) that submission of information in response to this RFI constitutes consent to such handling and disclosure of submitted information. The North American Industries Classification System (NAICS) code for this acquisition is 541712. Qualified business firms should submit the Capability Statement in response to this RFI electronically by 3:00 PM Eastern Standard Time (EST) on Monday 25 September 2017. Company Brochures may be provided but are not desired. Marketing material may be provided but is not a sufficient response to the RFI.
