Description
This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued. THIS SOLICITATION WILL NOT RESULT IN AN ORDER AGAINST AN FEDERAL SUPPLY SCHEDULE. ANY OFFER WHICH IS PREDICATED UPON THE AWARD BEING PLACED AGAINST AN FSS WILL NOT BE CONSIDERED. THIS IS A SOLE SOURCE REQUIREMENT TO FEDERAL SIGNAL CORPORATION. This combined/synopsis soliciatation is related to a sole source requirement (Federal Signal Corporation) to p rovide all necessary Mass Notification System (MNS) equipment, materials, and labor to deliver, install, and optimize for six indoor buildings and one outdoor location on Robins Air Force Base (AFB), Georgia. Expansion locations are buildings 2026, 2030, 2350, 909, 255, 321, and one new siren and pole at Robins AFB Fam Camp. Period of Performance of 1 Year. Contractor/Vendor: Federal Signal Corporation Justification for Sole Source: Federal Signal's notification system uses proprietary software and signaling methods, and integration of another manufacturer's equipment may not be compatible with the existing equipment. Selecting a different vendor would require the additional purchase of expensive interface equipment and replacement of current "Head-in" assemblies. The additional cost would consist of replacing the current "Remote Transmitting Units (RTU)" assemblies and interface equipment. Each MNS vendor has proprietary control software that does not interface with other vendors RTU. Accordingly, Federal Signal is the only firm capable of providing the services described above without the U.S. Air Force experiencing substantial duplication of cost that could not be expected to be recovered through competition. Also, it would also significantly complicate servicing and future expansion by introducing different vendor equipment as part of a unified system. This acquisition provides maintenance support which will also coincide with the procurement of follow-on contracts for the continued expansion of the MNS. Price(s) should be FOB Destination (Robins AFB GA 31098). In addition to price and delivery, quote should include your cage code, DUNS number, and taxpayer ID number. In accordance with Clause 52.212-2, the evaluation factors shall be price and price related factors. DFARS 252.209-7992 Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under any Federal Law - Fiscal Year 2015 Appropriations (attached in Full Text) 52.209-11 - Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law. As prescribed in 9.104-7 (d), insert the following provision: Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law (Feb 2016) •(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that-- •(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or •(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government. •(b) The Offeror represents that- •(1) It is [ ] is not [ ] a corporation that has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability; and •(2) It is [ ] is not [ ] a corporation that was convicted of a felony criminal violation under a Federal law within the preceding 24 months.
