Description
Terms and Conditions Q and A Amendment 0001 Posting of questions answer. and Terms and Conditions. Solicitation Number: HSFE70-17-R-0043 Notice Type: Combined Synopsis/Solicitation 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The solicitation number is HSFE30-17-R-0043 and is issued as a Request for Proposal (RFP). Under this requirement, Federal Emergency Management Agency (FEMA) intends to award multiple commercial, Firm Fixed Price (FFP) Purchase Orders, as needed. 3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86. The applicable North American Industry Classification Standard (NAICS) code is 488330. The small business size standard is 1,250 employees. This is an unrestricted, full and open acquisition. 4. FEMA intends to purchase the below contract line items: CLIN Description of Supplies/Services People Unit Price Total Price All Inclusive 0001 Living accommodation Barge Daily Rate Puerto Rico Up to 2000 Time of delivery: Within One Week from Date of Award Period of Performance: 30 days with 14 day increments 5. Description of requirements for the items to be acquired: The Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) has a requirement to acquire cruise ships and/or accommodation barges for up to 2,000 people in Puerto Rico. 6. Quotes must include company name, company DUNS number, and point of contact information. 7. The Defense Priorities and Allocation System (DPAS) may apply to this acquisition. PROVISIONS AND CLAUSES: In case of inclement weather not permitting arrival of participants, the Government reserves the right to make one adjustment to the period of performance with advance notice. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference. b. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition and paragraph (a) is completed as follows: The Government will award contract(s) resulting from this solicitation to the responsible offeror(s) whose offer is Lowest Price Technically Acceptable (LPTA) (1) Technical On Technical factor: proposals must meet the following: Below is the technical review information for the new contract. - This contract is for one, two or three ships that can sleep (combine) between 1,500 and 2000 people. If multiple ships, we will accept them in increments up to full award as long as they all can meet the RDD. A rating of unacceptable in any category below will deem your proposal unacceptable. a. Must be operational by 01 Oct 2017. This includes arrival and all operational functions complete to accept passengers by 01 October 2017 or earlier. b. Must have Flexible contract terms, ie. 30 days firm, then 14 day option periods c. Must have the ability to provide own bulk water while ported d. Must have the ability to provide box/bagged lunches e. Must send pictures of the Ship, inside and out f. Must provide an acceptable cleaning schedule g. Past Performance is an evaluation Factor The Government may use other sources to verify past performance experience such as the Past Performance Information Retrieval System (PPIRS) and Contractor Performance Assessment Rating System (CPARS) etc. to confirm the acceptable past performance. The government may also use the internet to confirm the experience of your passengers was acceptable. You must have an acceptable rating to be Technically Acceptable in the evaluation process. For past performance, a lack of past performance will receive a rating of neutral. Non-Technical Factor: Price. Price must be all-inclusive. Price will be evaluated based on FAR 15.401. The Government intends to award a commercial contract resulting from this solicitation to the lowest priced, technically acceptable responsible offeror(s). The government reserve the right to make multiple award "(FAR 52.215-1(f)(6)." The factors identified above will be the evaluation factors used to evaluate all offers received. Proposals must be specific in details and clearly identify all the government requirements. There is no page limit. 8. The following documents are attached: Attachment 1: Terms and Conditions for Applicable Clauses, Instructions, and Evaluation Attachment 2: Specifications 9. All responsible sources should submit quotes to FEMA-NRCC-CAUL@fema.dhs.gov, Sharrye.Favron@dhs.fema.gov, Isaac.chapple@fema.dhs.gov and FEMA-NRCC-CAS@fema.dhs.gov by Friday September 22, 2017, 2:00 PM EST. Technical and/or administrative questions must be submitted in writing to FEMA-NRCC-CAUL@fema.dhs.gov, Sharrye.Favron@dhs.fema.gov, Isaac.chapple@fema.dhs.gov and FEMA-NRCC-CAS@fema.dhs.gov no later than 8:00AM EST, Friday September 22, 2017. Individual responses will not be given. Responses to all inquiries will be published by amendment to the solicitation and posted to FedBizOpps. Inquiries and information received after the established deadline will only be answered/addressed if considered essential to the requirement and in the best interest of the Government.
