- OSP-3 Performance Work Statement OSP-3 Technical Requirements Document (TRD) In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (OCT 1997), the following applies: (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" may be used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of Market Research, as defined in FAR 2.101 This special notice serves in determining if there are contractors capable of meeting the revised Lane 1 criteria of the Orbital/Suborbital Program-3 (OSP-3). The current OSP-3 Indefinite Delivery Indefinite Quantity (IDIQ) contracts awarded on 30 November 2012 had a five year ordering period. In October 2015, the Space and Missile Systems Center, Launch Enterprise Directorate (SMC/LE), Kirtland AFB, Albuquerque, NM, released a Sources Sought Synopsis to identify any potential offerors for a potential OSP-3 Lane 1 on-ramp, and to solicit comments on extension of the OSP-3 Lane 1 ordering period by two years. No responses were received. The OSP-3 Lane 1 IDIQ contract ordering period was extended by two years to 29 Nov 2019. One of the original OSP-3 Lane 1 awardees has withdrawn from the contract, and the Government is looking for additional providers capable of supporting significant portions of the 400 lb. - 4,000 lb. launch requirement on OSP-3 Lane 1, in order to re-establish competition for OSP-3 Lane 1 task orders. Providers who respond will be evaluated for potential on-ramp to the extended OSP-3 Lane 1 IDIQ contract to provide launch services for the portion of the 400 lb. - 4,000 lb. launch capability they are capable of satisfying for the remainder of the ordering period. It is anticipated that if credible responses are received, a Request for Proposals (RFP) will be issued and a source selection will be performed to on-ramp new providers onto the OSP-3 Lane 1 IDIQ contract. Missions will then be competed among the established providers resulting in Task Order awards for the remaining Lane 1 ordering period, through 29 Nov 2019. The OSP-3 IDIQ ordering period currently ends 30 Nov 2019. Orbital Services Program 4 (OSP-4), a follow on to OSP-3, is anticipated to be competed in spring of 2019. Background: Four OSP-3 contracts were awarded on 30 Nov 2012. The OSP-3 solicitation allowed for up to two awards in "Lane 1" (small launch, 400-4,000 lbs to LEO capability) and up to four awards in "Lane 2" (small/medium launch, 4,000-12,000+ lbs to LEO capability). Under these contracts, OSP-3 launch services are provided in accordance with the OSP-3 Performance Work Statement (PWS) utilizing launch solutions that meet the OSP-3 Technical Requirements Document (TRD) requirements. OSP-3 providers must have the ability to complete development and build flight hardware, and integrate and launch missions from both coasts of the United States, including providing for the physical launch site within 18 to 24 months. The Government is evaluating pertinent and specific information addressing the OSP-3 Lane 1 requirements to inform a decision of whether to issue an OSP-3 Lane 1 On-ramp solicitation in late 2017. Potential OSP-3 Lane 1 sources are encouraged to respond with a Statement of Capability (SOC) demonstrating: (A) Experience: an outline of previous projects, specific work previously performed or being performed, and any in-house research and development effort relevant to the specific task areas of this effort; (B) Personnel: professional qualifications and specific experience of up to 5 senior scientific, engineering and program management personnel who might be assigned to work in areas of the subject effort; (C) Facilities: availability and description of special facilities required to perform in the technical areas under consideration, and a statement regarding industrial security clearance and storage facilities to support work at the SECRET level; and (D) Launch Solution: a description of current and in-work launch vehicle designs capable of meeting the mission requirements herein, identifying the developmental maturity, design features and available design options, and a characterization of performance including the portion of OSP-3 Lane 1 capability the described launch solution can meet, and any exceptions to PWS or TRD requirements that would be required to allow the responder to submit a viable proposal (e.g. Mission Assurance Support requirements that potential sources are not capable of supporting with their current business model). The contract will require flexibility in responding to unique technical requirements, vehicle quantity, and schedule changes. Depending on the mission, the Government may provide the following Government Furnished Property (GFP): payload, launch facilities, solid rocket motors (deactivated Minuteman and Peacekeeper Intercontinental Ballistic Missile (ICBM) rocket motors), payload isolation systems, separation systems, and launch vehicle transportation hardware. Responses to this request for information will be considered in the Government's development/modification of small space launch acquisition strategies, including the on-ramp of OSP-3 Lane 1 additional sources, and potential OSP-3 follow-on contracts. Each SOC is limited to 25 pages. All replies to this synopsis must refer to the reference number (8) above. Submit only unclassified information. All responses shall include company size status under the NAICS code identified above. Initial award of any resultant contract is anticipated by April 2018. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, an 8(a) firm, a historically black college or university or a minority institution. Responses from small and small disadvantaged businesses are highly encouraged. The Government reserves the right to set this acquisition, or portions thereof, aside for small businesses, socially and economically disadvantaged businesses, 8(a) firms, historically black colleges or universities, and minority institutions. For this proposed acquisition, the definitions in FAR 19.001 and small business size standard for NAICS 336414, size standard 1,250 employees apply. Foreign firms are advised that they will not be allowed to participate in this acquisition at the prime contractor level. The research and test data produced under a resultant contract may contain Military Critical Technology List (MCTL) information whose export is restricted by the Export Control Act (Title 22, U.S. Sec 2751, et seq.) or the Export Administration Act of 1979, as amended (Title 50, U.S.C., App. 2401, et seq.). Only those companies who are on the Qualified Contractors Access List (QCAL) may receive such information. Request certification and registration from the Defense Logistics Service Center (DLSC), Federal Center, 74 North Washington, Battle Creek, MI 49016-3412 as soon as possible. This announcement is for information and planning purposes only. It does not constitute an RFP and is not to be construed as a commitment by the Government. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
