- THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis (SSS) is in support of the Afghan National Defense and Security Forces (ANDSF) Advisory Augmentation Program. This announcement is posted as a notification of the Government's intent to negotiate and award a sole source bridge contract for the continuation the ANDSF Advisory Augmentation Program under the authority of 10 U.S.C.2304(c)(1) and Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The ANDSF Advisory Augmentation Program is vital for ensuring the ANDSF builds the confidence, training, and military skills needed to provide security and stability, and prevent extremist organizations from using Afghanistan as a safe haven for launching attacks on the U.S. and our Allies. The advisory program helps to achieve this mission by providing resources the ANDSF need by training, advising, and assisting the ANDSF in financial and resource management, sustainment, corruption reform, rule of law, and select capabilities; and by ensuring the fiscal oversight and accountability of all resources provided. Services will commence 1 December 2017, 2018, and include two, three-month option periods. This extension will provide continuity of mission essential services in Afghanistan until the follow-on competitive procurement is awarded. The associated North American Classification System (NAICS) code is 611430 - Professional, administrative, and manafement support services with a size standard of $ 11 million. The services are currently being performed by DynCorp International LLC under contracts W560MY-15-C-0005 (Afghan National Army) and W560MY-15-C-0006 (Afghan National Police). This action will be justified by a J&A, which will be posted in accordance with FAR 6.305. Responses to this notice are required no later than 15 days after the issuance. This notice of intent is not a request for competitive proposals. RESPONSES IN ANY FORM ARE NOT OFFERS, AND THIS ANNOUNCEMENT DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLIES OR SERVICES. The Government is not seeking marketing material and any information provided will not be considered by the Government. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information.
