Description
The Internal Revenue Service (IRS) intends to award an order for The Statistics of Income Division (SOI) in the Statistical Information Services (SIS) Office of the Special Studies Branch of SOI. The contractor will work closely with supporting and backing-up SOI's communications efforts by answering technical tax questions that require expertise as a statistician and familiarity in public affairs. The contractor will report directly to the Chief of the Communications and Data Dissemination Section. The contractor's responsibilities will include: A) Data Responses: Responding to requests for SOI's statistical data and information, produced by SOI's subject-matter experts from IRS tax return data, received from the full cadre of SOI's customers, including IRS Media Relations and Legislative Affairs, tax policy analysts employed in the public and private sectors, researchers, academics, and persons working in Federal, State, and local governments. The statistician must understand the most technical and difficult aspects of SOI data, which include tax data for businesses, individuals, and tax-exempt entities. The contractor will provide, on average, at least seven (7) customer responses, via email and/or phone, per 8-hour shift. B) Statistical Expertise: Reviewing and identifying the appropriate statistical files required to respond to a wide range of complex data requests mandates that the statistician demonstrate substantial statistical literacy and have extensive, specialized knowledge in the use and interpretation of SOI statistical studies. The contractor is required to have keen understanding of the extensive production procedures required to develop SOI's statistics in order to identify the appropriate output needed to respond to complex requests. C) Communications: The contractor must have extensive experience in communicating with SOI data customers, verbally or in writing. Such experience could include drafting email or memoranda in response to statistical data inquiries, as well as responding to questions via telephone or in-person. D) Tax Stats Pages on IRS.gov: Reviewing and updating the data available on site to ensure that SOI's data have been classified properly and its most current data are accessible to the public. The period of performance will be from September 28, 2017, through September 27, 2018. The SOI Division will provide the location (77 K St. NE, Washington, DC) and resources as necessary. No Taxpayer Return Information (TRI), Sensitive but Unclassified (SBU), or Personal Identifying Information (PII) will be involved the work. The contractor will only be exposed to publicly available information. Government-furnished property (GFP) will be used during the performance of this contract. The contractor shall ensure proper handling and use of GFP during task order performance in accordance with FAR clause 52.245-2 Government Property - Fixed Price Contracts. The GFP provided under this contract will be a laptop. The contractor will be provided access to existing property, including hardware and software, necessary to perform the services. All property will be provided 'as is' and 'where is' as of the start date. NAICS: 54169. Award is anticipated under Streamlined Acquisition Procedures (SAP). All contractors must be actively registered in SAM (System Award Management) database prior to contract award. Interested parties may provide a proposal no longer than ten (10) pages in length.
