- Solicitation Document Covering Letter The U.S. Consulate General Hong Kong and Macau has a requirement for shipping and packing services. The anticipated performance is for a base year of twelve months and two one-year periods at the option of the Government. All responsible sources may submit an offer, which will be considered. Prospective offerors are advised that registration in the System for Award Management is required prior to award in accordance with FAR provision 52.204-7, System for Award Management. Therefore, offerors are encouraged to register prior to the submittal of their quotation.
