- W912HV-17-Z-0024 Sources Sought Market Survey Multiple Military Construction Projects Kadena Air Base, Japan The U.S. Army Corps of Engineers, Japan District is performing a market survey for several upcoming coming Design-Bid-Build projects at Kadena Air Base, Japan. This announcement constitutes a market survey that is being conducted for planning purposes only and the information received will assist the Government in developing an acquisition method for these projects. This notice does not constitute a commitment by the Government for any follow-on announcements, solicitation or award. This is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response. Pursuant to Federal Acquisition Regulation (FAR) Part 10, Market Research, the purpose of this notice is to identify sources capable of satisfying the Government's requirement. This survey seeks qualified and capable contractors to submit responses to this notice in order to adequately plan the acquisition. If your company would like to be considered as a potential source for this work, please submit a response adhering to the below submission requirements. Note: The following four (4) projects will be advertised and subsequently awarded as individual projects. ------------------------------------------------------------------------------------------------------------------ PROJECT 1: Project Title: Construct Maintenance Hangar Project Location: Kadena Air Base, Japan Project NAICS: 236220, Commercial and Institutional Building Construction Project Magnitude: Between ¥2,500,000,000 and ¥5,500,000,000 (Japanese Yen) (Utilizing a rate of: 100 Yen to 1 U.S. Dollar) Project Description: Project 1, the Construct Maintenance Hangar will be located at Kadena Air Base, Japan. The subject requirement will consist of the construction of a two-bay aircraft hangar with concrete foundation and floor slab, steel high bay, standing seam metal roof, cranes, motorized hangar doors and tracks, fire alarm and suppression system to include water storage tanks and all necessary support. Aircraft maintenance unit (AMU) requires administrative areas, tool room, supply/bench stock area, storage, shop areas, emergency shower and eyewash stations, locker areas with shower, break area, etc. Includes utilities, pavements, site improvements, communications and all other necessary support. New roadway and parking area includes associated primary utilities/communications and realignment of existing as required. Pavements also include airfield pavements to provide aircraft access to the hangar. Special site conditions exist which will require additional fill and stabilization of the site and possible mitigation for cultural resources. All work carried out is to comply with current Base, Air Force, and Host Nation standards. ----------------------------------------------------------------------------------------------------------------- PROJECT 2: Project Title: Construct Aircraft Simulator Facility Project Location: Kadena Air Base, Japan Project NAICS: 236220, Commercial and Institutional Building Construction Project Magnitude: Between ¥800,000,000 and ¥1,600,000,000 (Japanese Yen) (Utilizing a rate of: 100 Yen to 1 U.S. Dollar) Project Description: Project 2, the Construct SOF Simulator Facility will be located at Kadena Air Base, Japan. This requirement will consist of the construction of concrete foundation and floor slab, steel structure, masonry walls, sloping metal roof, fire alarm panels, fire suppression system to include water storage tanks and all necessary support. Functional areas include classrooms, briefing rooms, library, software preparation room, data base generation room, and administration. Includes utilities, pavements, site improvements, communications and all other necessary support. Project provides new roadway with associated primary utilities/communications and realignment of existing as required. Project includes mitigation as required for possible cultural resources. All work carried out is to comply with current Base, Air Force, and Host Nation standards. ----------------------------------------------------------------------------------------------------------------- PROJECT 3: Project Title: Construct Composite Maintenance Facility Project Location: Kadena Air Base, Japan Project NAICS: 236220, Commercial and Institutional Building Construction Project Magnitude: Between ¥150,000,000 and ¥250,000,000 (Japanese Yen) (Utilizing a rate of: 100 Yen to 1 U.S. Dollar) Project Description: Project 3, the Construct Composite Maintenance Facility will be located at Kadena Air Base, Japan. The subject requirement consists of the construction of a reinforced concrete facility utilizing conventional design and construction methods to accommodate the mission of the facility. The facility should be compatible with U.S. Department of Defense (DoD) and other applicable design standards. --------------------------------------------------------------------------------------------------------------- PROJECT 4: Project Title: Construct SOF Special Tactic Operation Facility Project Location: Kadena Air Base, Japan Project NAICS: 236220, Commercial and Institutional Building Construction Project Magnitude: Between ¥2,000,000,000 and ¥3,300,000,000 (Japanese Yen) (Utilizing a rate of: 100 Yen to 1 U.S. Dollar) Project Description: Project 4, the Construct Special Tactic Operations Facility will be located at Kadena Air Base, Japan. The project will consist of foundation and floor slab, structural framing, insulated walls, sloped roofs, environmental control, fire detection and suppression systems and all necessary support. Functional areas include administrative areas (command, operations, logistics, training, simulators, weather, intel, and mission support), team rooms, and equipment, vehicle and watercraft maintenance and storage areas (individual gear cages, weapons/armory, radios, computers, aircrew flight equipment with drying tower, dive shop, medical logistics, war readiness materials, search and rescue), covered storage area, etc. Includes utilities, pavements (roadway and parking), communications, passive force protection and all other necessary support. Special site conditions exist which will require additional fill and stabilization of the site as well as possible cultural resources mitigation. All work carried out is to comply with current Base, Air Force, and Host Nation standards. --------------------------------------------------------------------------------------------------------------- Procurement Method: Although the Government intends to issue individual solicitations and subsequently award Firm Fixed Price (FFP) contracts, specific procurement methods have not yet been determined and the consolidation of Project 1, Construct Maintenance Hangar and Project 3, Construct Composite Maintenance Facility is also under consideration. As the Government is still considering procurement methods and consolidation, responses and interest received from this announcement will help the in determining the most appropriate procurement method. The Government is seeking input from Japanese local sources regarding the procurement of the aforementioned projects. Firms responding to this survey should clearly indicate interest/ability to construct each of the individually listed projects. Additionally, the Government would like to know if your firm would be interested in a combined approach (all four projects advertised under one contract). Given the high dollar amount of a combined approach, firms interested in this approach would need to indicate the ability to obtain a performance bond in their response. Responding firms are also encouraged to provide suggestions and recommendations regarding consolidation of these requirements and any other elements of the acquisition that will make this project more attractive to the construction industry. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS MARKET SURVEY In order to adequately plan for the procurement of these projects, the Government requests the following information from interested firms: 1. Please provide information on comparable projects (for government or commercial customers) completed in the past 5 years. 3. Describe your firm's interest for each project listed above. Additionally, please provide any concerns about these projects and their close proximity (location)? 4. Would the consolidation of Project 1, Construct Maintenance Hangar and Project 3, Construct Composite Maintenance Facility effect your interest or ability to perform the work associated with this requirement? 5.
