Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. 2. The NAICS for this requirement is 541513 Computer Facilities Management Services 3. (g) A capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described in paragraph 5 below. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar supplies/services to that described in paragraph 5 below. 4. SDVOSB/VOSB respondents. (a) If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause. (b) Small businesses, including SDVOSB/VOSBS are also advised that per 13 CFR, § 125.6 the prime contractor's limitations on subcontracting are as follows: (1) General. In order to be awarded a full or partial small business set-aside contract with a value greater than $150,000, an 8(a) contract, an SDVO SBC contract, a HUBZone contract, a WOSB or EDWOSB contract pursuant to part 127 of this chapter, a small business concern must agree that: (2) In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. 5. We are requesting the service of a contractor to implement and maintain A Capital Assets and Facilities Management (CAFM) System at Department of Veteran Affairs in the Long Beach Healthcare System (VALBHS) 5901 E. 7th Street, Long Beach, 90822. Please refer to the Statement of Work for the specifications for the required specifications. 6. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the services VA will set aside the underlying solicitation per 38 U.S.C. §8127. 7. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. --End of Sources Sought Announcement STATEMENT OF WORK (SOW) 1. Project Title: Implement Capital Assets and Facilities Management (CAFM) System and provide Data and Software Maintenance Support of the implemented solution for the VA Long Beach Healthcare System facilities. 2. Background: The Veterans Administration Long Beach Healthcare System (VALBHS) facility will be taking major steps to implement a Capital Assets and Facilities Management (CAFM) system. This system will support the generation of accurate reports on resource usage, rapid response to maintenance problems, re-configuration requirements, space planning, and security planning. These benefits will positively impact overall patient care, while reducing operating capital costs by improving the effectiveness and efficiency of these operations. The Capital Assets and Facilities Management System will consist of the following: An accurate field verified record set of As-Built Drawings Data associated with the facilities Space and Space Assignments The software to store, manage and report on the drawings and data The Software to provide CAI reporting as required The VALBHS seeks a contractor with subject knowledge and experience to work with us to develop as-built drawings and implement the CAFM system by using a COTS software product called iDrawings. 3. Scope. The Contractor shall provide all labor, equipment, technical and logistical resources to implement a Capital Assets and Facilities Management (CAFM) system for Veterans Affairs Long Beach Healthcare System. The system facilities consist of a main hospital and ancillary buildings covering a total of about 1,374,782 gross square feet. VALBHS relies on AutoCAD systems loaded on various users computing platforms to create, maintain, access and use architectural and Life Safety drawings of its buildings and a database that shows the assignment of rooms to service lines. Individual PCs with AutoCAD licenses do not enable a central common mechanism for access and collaboration among the engineers, space planners and architects who require the same set of drawings and data to perform their daily tasks. The VA desires to increase productivity of its engineers, space planners and architects in the performance of their tasks including maintenance, constructions projects, CAI reporting and other tasks and enable real-time collaboration among its staff. In addition, there is the need to reduce time to perform compliance reporting and make facilities data and related information accessible in real-time using mobile technologies as well as desk-top computing to improve communications, decision making and support overall management process for the facilities maintenance operations. Meeting these goals requires an enterprise wide CAFM system. This statement of work defines the requirements for a project to implement such a system. 4. Period of Performance: Duration of this task order shall be for a base period of one year with four subsequent option years beginning from November 1, 2017 to October 31, 2018 as follow: Base Year: November 1, 2017 to October 31, 2018 Option Year 1: November 1, 2018 to October 31, 2019 Option Year 2: November 1, 2019 to October 31, 2020 Option Year 3: November 1, 2020 to October 31, 2021 Option Year 4: November 1, 2021 to October 31, 2022 The base and option years includes the following: 1. Requirements: The Contractor s shall provide the following services to VALBHS in order to fulfill the contract requirements: (A). COMPONENTS OF THE CAFM SYSTEM: The tasks necessary to implement a CAFM system shall cover three components: An accurate record set of As-Built drawings As-Built Drawings. An accurate and current set of as-built drawings are essential for building a CAFM system, as well as for a variety other purposes. VALBHS has all architectural drawings in CAD format. The current drawings are fairly accurate and recently updated. However, once the system is initially implemented, VA requires the Contractor to update the drawings to include the site plan on an on-going basis. Data associated with facilities linked to Computer Aided Designs (CAD) drawings Data for Buildings. The CAFM system shall maintain, manipulate and report on facilities components and attributes. The initial implementation shall include the following data items: Room Number: This is the room number as posted on the door or wall. The existing drawings contain the room number. Where they are missing, VA shall provide the Contractor with this data. Space Function: This identifies the generic function of the space. The VA and the Contractor shall together prepare a master list of the generic functions and each space shall be assigned on space function. The space functions may include such items as Exam Room, Office Room, Conference Room, Elect Closet, etc. The Room Descriptions shall be used to assign a Space Function for each space. VALBHS staff and the Contractor shall together make this assignment. Service Line Assignment: One of the goals of this project is to generate reports showing spaces assigned to different service lines at each medical center. The VALBHS shall prepare a list of service lines and provide the vendor with this list. In addition, the vendor shall work with the VALBHS to define policies for space assignment to service lines. These policies shall include assigning common areas such as corridors and mechanical spaces and vertical spaces. The Contractor shall provide medical center staff with printed copies of layout plans and the medical center staff shall mark on these plots the assignment of service lines to spaces. CAI Space Driver Assignment: Within the CAFM system, each space shall be assigned to one Capital Asset Inventory (CAI) Space Driver. The CAI Space Drivers are standard for all medical centers around the country and therefore could be different from Service Line organization which is local. After the service lines are assigned, the Contractor shall consult with the medical staff to develop methods to map the Service Line assignments to CAI Space Driver assignment which shall show on the drawings in a color coded format. Gross and Net Square Footages: The system shall automatically calculate from the drawings the gross and net square footages of each space and floor. A software system to store, share, manage, distribute and report on the drawings, space and asset data CAFM Software Service. The third major component of the CAFM system shall be the software application. The vendor shall make this application access and use in the form of a service to which the VA-designated users can access and make use of its functions. This software application shall operate on an enterprise-wide basis so that multiple users can log in at the same time and access the same information. The system shall be capable of compartmentalizing information so that users shall access only the information that they have a need to know. The system shall be structured such that features and functions can be added incrementally. They system shall consist of a library of all layout drawings that shall be developed as part of this project. The system shall incorporate a database management system that holds the data that shall be linked to the objects within the drawings. It shall be possible to update the database through the drawings or directly through the database. The system shall produce reports showing space occupancy by service lines, space functions and CAI space drivers. The system should allow for the designated users to download a working copy for personal use or for sharing with architects, engineers and contractors use of all CAD. 7. Tasks: The Contractor shall perform the following tasks: Load Architectural Drawings to the CAFM System Implement Service Line and CAI Databases Provide On-site Training Provide on-going web-based access to CAFM software and current drawings Provide on-going maintenance and updating of drawings, layers and database The requirements for each task are described below. a). Load Architectural Drawings to the CAFM System. The VA shall make available all architectural and Life Safety drawings and Site Plan in CAD format. They are assumed to be correct but the Contractor may be required to make minor layout changes. The Contractor shall be required to make any necessary modifications to these drawings so that they are compatible with their software. b) Implement Service Line and CAI Databases. The Contractor shall prepare the architectural CAD drawings developed in Task a) for loading in the CAFM system. This may include drawing boundaries that define floors, individual space boundaries and tracked layers. The Contractor shall load such drawings to the CAFM system and shall link the data for each space. The Contractor shall load all the data defined above in the CAFM system to include all existing layers. This data shall be available in the system in such a manner that they are linked to rooms. Each room shall have the following data items: Room Number Space Function Gross and Net Square Footages Service Line Assignments CAI Space Driver Assignment The Contractor shall review this data with the medical center POC and make any necessary changes. c) Provide Training. After the system is implemented, the Contractor personnel shall provide necessary training to VALBHS users including System Administration and Functional Modules. The Contractor shall define the scope and nature of such training sessions. d) Provide on-going web-based access to CAFM software. The Contractor shall maintain the software on their server and provide access to the system through the Internet. The vendor shall provide unlimited technical support to users so that they can access the system during regular working hours. The Contractor shall provide this service on an on-going basis and support the System Administrator as required in their duties. Access to this application shall be provided to at least ten (10) users per medical center. The rights and privileges of each user shall be specified by the VALBHS and the contractor shall set up the system to comply with those requirements. VALBHS needs two types of users: System Administration User will have the privileges to provide other users with valid IDs and Passwords to enable the end-users with the appropriate privileges to access and use the iDrawings functions and access the data. End Users - with the authority to access the drawings and related data, generate reports, collaborate with others and support maintenance projects or any other functions enabled by the implemented iDrawings configuration of Modules. e) Provide on-going maintenance and updating of drawings and database. The Contractor shall be responsible for updating all applicable drawings and databases. This task shall be performed in the following manner: Once during the first quarter of the government fiscal year (October December) and once again during the third quarter of the government year (April June) and engineer from the Contractor shall visit the station. The Contractor shall spend up to five working days at the medical center discussing with the engineers and space planning staff the details of changes since the previous update. The Contractor shall make any necessary field measurements. The purpose of this visit is to make sure that all known changes are transferred to the Contractor and the Contractor has the necessary accurate information for making updates. In addition to the changes that are transferred to the Contractor during their visit, the medical center may choose to send changes to the Contractor as and when the medical center finds it necessary. For example, the medical center may receive from other vendors such as architectural and engineering companies, drawings that show the changed layouts resulting from remodeling projects. The VALBHS shall pass on such documentation to the Contractor. Once the documentation for updating is received from the medical center, the Contractor shall review and notify the VALBHS of any issues or items that require clarification. After questions are clarified, the Contractor shall make the updates accordingly and make the updated drawings available on the CAFM system within four weeks. The Contractor shall then notify the medical center of the completion or otherwise the status of updates. 8. Required Contractor And Staff Experience The Contractor Program manager shall have at least five (5) years of CAFM / IT systems implementation management experience with Government The Contractor CAFM technical and filed engineering staff shall have at least five (5) years of experience in the following but not limited to developing and updating as-built drawings and CAFM database and performance of field verification for dimensional accuracy. Contractor personnel shall have experience, education, and knowledge of using CAD standards including but not limited U.S. National CAD Standards (NCS) and VHA CAD Standards as explained in VHA National CAD STANDARD Application Guide (www.cfm.va.gov/til/cad/VHAcadAppGuide.doc) The Contractor shall have at least fifteen (15) years of experience performing Computer Aided Facility Management services including but not limited to maintaining as-built drawings, space database, and comprehensive reporting via web and/or local within the facility.
