Description
The Department of Navy, Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends to issue Request for Proposal (RFP) No. N66001-17-R-0036 for Common Data Link - Navy (CDL-N) and Advanced Wideband Communications Systems. SSC Pacific provides full spectrum support including systems engineering, software development, integration, test and evaluation, and program support for Advanced Navy communications systems including Network Tactical Common Data Link (NTCDL), Communications Data Link System (CDLS), CDLS Technology Refresh (CDLS-TR), and Tactical Common Data Link (TCDL). Functions include mission analysis, assessment of the technology base, basic research, demonstration of the technology, engineering in support of design and production, customer support for new and existing operational systems, and integration of Navy CDL Systems. SSC Pacific's continuing goal is to protect and accelerate information transfer within and between the various Navy CDL and Navy wideband communications systems for all U.S. and allied Services. To achieve this goal, SSC Pacific requires a contract to support the CDL-N and Advanced Wideband Communications Systems with systems engineering, software development, cybersecurity and information assurance, system design and development, integration, testing, installation support, training, life cycle maintenance, management support, and documentation. The anticipated action will include a single award indefinite-delivery indefinite-quantity (IDIQ) contract with cost-plus-fixed-fee (CPFF) pricing. The period of performance will include a two-year base period and one two-year option period. The estimated level of effort is 96,612 hours. Orders will be placed pursuant to the ordering process at FAR 16.505(a). The North American Industry Classification System (NAICS) Code is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), and the Small Business Size Standard is 1,000 employees. Security classification will vary from Unclassified to SECRET classification. This requirement will be competed as a total small business set-aside. This requirement is a follow-on to N66001-15-D-0145 awarded to Technology Unlimited Group (TUG) against a solicitation pursuant to the authority of 10 U.S.C. 2304(c)(5) Authorized or Required by Statute (FAR Subpart 6.302-5). TUG is a Service-Disabled Veteran-Owned Small Business (SDVOSB). For this requirement, market research was performed to identify capable small business concerns. Based on the market research and with concurrence from the SSC Pacific Deputy for Small Business and the Small Business Administration, SSC Pacific intends to compete the requirement as a total small business set-aside. The requirement is described in the Statement of Work (SOW). SSC Pacific anticipates that the final RFP for N66001-17-R-0036 will be released no earlier than 15 August 2017. The solicitation will only be available electronically. Electronic copies of the RFP may be obtained from the SPAWAR E-Commerce website at https://e-commerce.spawar.navy.mil under SSC Pacific "Open Solicitations." Hard copy versions of the RFP and any subsequent amendments will not be available. Firms are encouraged to review the website regularly for important solicitation information.
