- The Army Contracting Command, Orlando, FL, on behalf of the U.S. Army Program Executive Office of Simulation, Training and Instrumentation (PEO STRI), Chief Information Office (CIO) / G6, intends to solicit, negotiate and award a sole source contract with iCIO, Incorporated (iCIO), addressed under the authority of 41 U.S.C 1901, Simplified Procedures for Certain Commercial Items, as implemented by FAR 13.5, and as a logical follow-on to award a contract for commercial services to complete the Data Center Study at the PEO STRI data center located in Orlando, Florida. This award is planned for September 26, 2017 with final delivery by March 2018. Prior to the award of this contract, iCIO was a subcontractor to NCI Information Systems, Inc., under the current Information Technology services contract competitively awarded under U.S. Army Computer Hardware Enterprise Software and Solutions (CHESS) multiple award contract, N91QUZ-07-D-0004. Under this subcontract, iCIO partially performed the Data Center Study. The results of the data center study must be compiled and presented to the U.S. Army by February 2018. Further, iCIO possesses the ability to continue performance and ensure final delivery of the Data Center Study without introducing significant cost or schedule risk to the CIO. Acquiring the remaining services from another source would require inceased time to familiarize the contractor with the PEO STRI information technology platforms (hardware and software), along with increased costs associated with that time and could potentially introduce schedule delays which would preclude the CIO from meeting the February 2018 briefing timeline. Acquiring these services directly from iCIO would enable the CIO to meet the required deadline without any non-recoverable costs or delays to the schedule. Any other type of acquisition will result in unacceptable delays with final delivery well beyond the immediate need and a substantial duplication of costs that would not be recouped through competition. Please note this notice does not constitute a Request For Proposal (RFP). However, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the Government. The anticipated award date for this action is September 26, 2017. Period of Performance: Six months Acquisition Approach: This action will be awarded in accordance with 41 U.S.C 1901, Simplified Procedures for Certain Commercial Items, as implemented by FAR 13.5, and as a logical follow-on, as a ward to any other source would likely result in substantial duplication of cost to the Government that is not expected to be recovered through competition and award of the order to a different source would cause unacceptable delays in fulfilling the Government's requirements.
