Description
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Office of Pest Management Policy (OPMP), in Washington, DC, intends to negotiate on a sole source basis a contract with Kynetec USA Inc., 1807 Park Dr, Ste 300, Saint Louis, MO, 63146-4034, for subscription to the 2017 AgroTrak Advantage Package with Seed Brand published by the Kynetec USA Inc. OPMP requires access to AgroTrak data 1998-2017, ten (10) i-map user licenses for the 2017 season, access to pesticide types (Herbicides, Insecticides/ Miticide, Fungicides, Soil Fumigants/ Nematicides, and Growth Regulators), access to sixty (60) crops and training sessions for i-map users. The circumstance permitting other than full and open competition is FAR 6.302-1 and 41 U.S.C. 3304(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements. For five decades, Kynetec has tracked agchem use at the farm gate level in the U.S., and in the process has gained valuable knowledge of the agrochemical industry along with a sizable panel of respondents to survey. The long standing relationships Kynetec has fostered with the respondents who provide the base data as well as continued support by the industry has made it possible for Kynetec to provide a level of detail and historic data nearly impossible to replicate. Since 1998, Kynetec's AgroTrak study captures fungicide, growth regulator, herbicide, insecticide/ miticide, nemticide/ soil fumigant crop chemical use on 60 crops in the continental US. The study captures details on the chemical applications made in the current crop season, talking to respondents from July to February. Contact is made after most applications are done to ensure complete and actual usage is reported. By talking to the end user, Kynetec collects the product applied and pertinent details related to that application. Rate, cost, timing, and target pests being controlled are just a few of the details covered in the data set. To understand the impacts from pesticide mitigations via better understanding of usage and prices of AIs, a database is needed which contains accurate, current usage data for agricultural pesticides by chemical active ingredient, end-use product, pesticide type, and crop protected. The type of usage data needed includes the following: total and base acres treated. Total pounds applied, the number of farms treated, the time of application, the stage of pest infestation, pesticide prices and expenditures, the rate of application, target pest and pest complex, the method of application, and other related factors, by state or designated region. This pesticide market survey data 1998-2017 will serve as a critical input in conducting analyses. The contents are unique and not available from any other source. The publisher holds the copyright to the contents. The above publisher is the only source determined capable of supplying OPMP's requirements for immediate and complete access for USDA users to Kynetec content. Anticipated Date of Award: 09/29/2017 THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
