Description
The US Army Contracting Command (ACC) New Jersey is conducting a Market Survey on behalf of U.S Army Armament Research, Development and Engineering Center for support services to encompass a broad range of manufacturing floor support. The NAICS for this notice is 541690 and the small business size standard is $15,000,000. The US Army Armament Research, Development and Engineering Center (ARDEC) in is currently seeking in-house manufacturing service and labor support in order to execute its mission in the manufacturing and fabrication of prototype components in the ARDEC Manufacturing Technology Facility. The work is to be performed at ARDEC located in Picatinny Arsenal, NJ. The contractor shall provide personnel well versed in general shop practices as well as experience in the safe operation of fabrication equipment/machines. Personnel shall be proficient in programming, setup, and operation of metal fabrication equipment. Able to perform manual part inspection and interpret drawings. The positions require a government driver's license or the ability to obtain a government driver's license. The contractor shall transport raw stock material and/or finished parts within the facility and/or in-and-around Picatinny Arsenal, New Jersey. The positions require an overhead crane operator certificate, minimum 1-ton capacity to move heavy components onto the various operating equipment. The positions will require standing for long periods of time, walking on concrete floors, lifting objects up to 45lbs, performing two-man lifts of up to 100 lbs. The positions require a forklift/fork truck license. Appropriate certifications, training, and licenses may be required. In addition, the contractor shall provide management and administrative support for the Manufacturing Support. This will include all the normal and necessary contractor duties and contractor responsibilities that are performed to ensure work packages are completed on time, correctly and within budget. Essentially, this management function is the interface between the contractor and M&PTD to ensure that requirements and needs are met. The government is specifically seeking contractor personnel to operate press brake equipment, operate CNC Machining Centers, operate laser cutting equipment, and perform shipping & receiving labor. Work efforts would be done at the UNCLASSIFIED/FOUO level. Vendor Questionnaire: The purpose of this questionnaire is to obtain information from industry to assist in the market research. Firms/companies are invited to indicate their interest and capability to satisfy the above requirements by identifying the following items: 1. Company Name 2. Our product as described above, has been sold, leased or licensed to the general public (b.) Our product as described above, has been sold in substantial quantities, on a competitive basis, to multiple state and local governments. The development of the product was done exclusively at private expense. (c) None of the above applies. Explain. 7. Location where primary work will be performed (if more than one location, please indicate the percentage for each location). 8. Major partners or suppliers. 9. Identify existing facilities, equipment and workforce (identify what percentage would be supporting this new effort and what additional resources would be required) and their qualification to perform this type of work. 10. Provide examples of prior work addressing similar requirements. 11. Identify manufacturing, managing and engineering experience of like systems of equal or greater complexity. 12. Identify lead time, including supplier/design qualification efforts and manufacturing ramp up time, to meet full capability for addressing the requirement. 13. Please provide any additional comments.
