Description

Justification for Exception to Fair Opportunity The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service Acquisition Division (FPSAD) negotiated on a sole-source basis with Motorola Solutions, Inc. for an exception to fair opportunity under the DHS-Wide Tactical Communications, TacCom IDIQ to provide 510 each of Motorola APX7500 radios to update the current Land Mobile Radio (LMR) for mobile vehicles and portable hand radios. These radio units will be utilized to move FPS into the future and provide FPS with inter-operability with other State, Local and Federal LMR users. The primary North American Industry Classification System (NAICS) code is 334220. The SB size standard for this code is 1,250 employees. The Government negotiated with one source under the authority of FAR 6.302 - Circumstances permitting other than full and open competition. This notice is neither a request for proposal nor a solicitation of offers. The determination of the Government not to open this requirement to full and open competition was made in accordance with FAR Part 6.302-1 and is solely at the discretion of the Government. The Government made award for this requirement on September 25, 2017.
