- Synopsis for Protective Security Officer (PSO) services throughout the states of Montana, North Dakota, and South Dakota Solicitation HSHQW8-17-R-00004 The US Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Federal Protective Service (FPS) has a requirement to acquire armed Protective Security Officer (PSO) services throughout the states of Montana, North Dakota, and South Dakota. The armed PSOs will protect federal personnel and property at federally owned and leased buildings. The Contractor shall provide all labor, material, management, supervision, training, licenses, and permits to provide the services in accordance with the Statement of Work (SOW). The Period of Performance is for a one-year base period with four one-year option periods and an optional 6 month extension. Services shall be furnished via an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with fixed hourly rates. This acquisition is being solicited as 100% Total Small Business Set-Aside. Resultant task orders under this contract will be firm fixed prices. The source selection process to be utilized for this acquisition is best value/trade-off. The technical, non-price factors, when combined, are more important than price. The estimated PSO hours throughout the states of Montana, North Dakota, and South Dakota are 871,001 hours for a 66 month period. The submission requirements and evaluation criteria will be defined in the solicitation. The North American Industry Classification System (NAICS) code is 561612 with size standard is $20.5 million. The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov. No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management. All questions must be submitted timely and in writing to Contract Specialist Rachel Kalac at Rachel.D.Kalac@hq.dhs.gov as instructed in the RFP package. Questions and Answers will be posted to FBO at a later date. There are four (4) separate documents that make up the RFP Package for this solicitation. Package #1 for this RFP includes the following documents as part of the RFP: HSHQWA-17-R-00004 - RFP Package 1 of 4 HSHQWA-17-R-00004 - RFP Package 2 of 4 HSHQWA-17-R-00004 - RFP Package 3 of 4 HSHQWA-17-R-00004 - RFP Package 4 of 4 Package #2 includes the following attachments: Pricing Schedule (Excel) Attachment 3 - Past Project Form (Word) Attachment 4 - Past Performance Questionnaire (Word) Attachment 6 - Price Element Breakdown (Excel) Attachment 6A - Instructions for Price Element Breakdown (Word) Attachment 8 - Field Level Supervision (Excel) A Pre-Proposal Conference will be held on Wednesday, October 11th at 0900 PST. The conference will be held at the Denver Federal Center in Denver, CO. Please send an email to Rachel Kalac at Rachel.D.Kalac@hq.dhs.gov with your company name and list of attendees no later than COB on Tuesday, October 10th. Please also indicate if your company will be attending the on-site conference or if you would like to attend via teleconference. Interested attendees will receive two (2) emails. The first email will serve as a confirmaiton for your attendence. The second will be sent closer to the date of the conference and will include the address to the on-site conference, call-in informaiton for teleconference attendees, and a copy of the slideshow presentation. Shortly after the conference the slideshow presentation will be posted to FBO. *Please note - you must RSVP via email to receive call-in informaiton. The call-in information will not be posted to FBO. Questions - All questions received, in accordance with the guidelines set forth in the RFP, will be collected and answered via an amendment to the solicitation. You will receive an email confirmation when your question has been received; however, your questions will not be answered via email. All interested parties are reminded it is imperative you completely and thoroughly examine all elements of the RFP Package and all amendments that may be issued.
