- ZBV Maintenance Draft PWS ZBV Maintenance General Information Document Type: Request for Information Solicitation Number: W91B4N-ZBVSupportServices Posted Date: 2 6 September 2017 Original Response Date: 3 October 2017 Current Response Date: 3 October 2017 Classification Code: J - Maintenance, repair & rebuilding of equipment Description THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any are issued. If a solicitation is released, it will be synopsized on the Army Single Face to Industry (ASFI). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimates provided as a result of this request are "best" estimates only. Regional Contracting Command - Afghanistan is researching options to provide the following services: ZBV vehicle sustainment and maintenance, ZBV technology and software maintenance, ZBV technology and software help-desk support, and ZBV operator training. In support of the operation of the ZBV fleet, a Contractor would furnish the necessary personnel, material, equipment, services, and facilities to perform the afore mentioned services as described in the performance work statement, see attachment 1. Please provide a cover sheet including your company cage code, business POC with an email. Provide a capability statement in regards to your company's ability to provide the type of services described in the draft PWS. Responses will be considered privileged commercial information and protected from disclosure under exemption (b) (4) of the Freedom of Information Act. Responses will not be shared outside the U.S. Government and U.S. Government support contractors. No classified or FOUO information should be included in your response. Responses will not be returned and no questions will be addressed. The response date for this market research is October 3, 2017. No collect calls will be accepted. All responses may be submitted via e-mail to Andrew Eckert at andrew.j.eckert.ctr@mail.mil, and courtesy copy to Dane Bolanos, Contracting Officer, at deinor.a.bolanos.civ@mail.mil. RCC is seeking the following information: 1. How long will it take for you to assemble the requisite team? 2. What are your considerations for maintaining these vehicles on an ANP installation? What would you like to see in the contract to clarify access? 3. Do you have the current capability or would you have to build the team to support the contract? 4. Do you foresee any issues with maintenance of the Mercedes chassis? 5. How would you envision supporting this contract? 6. Do you have any existing relationships and/familiarity with ZBV maintenance? 7. What do you see as the biggest challenge in keeping the vans operational? How would you mitigate these challenges? 8. What communication system would you use for response to immediate maintenance needs? i.e. How would you track the calls and response? 9. Do you have a facility here in Kabul with all the requisite equipment needed for support? If not, how would you envision accomplishing the required maintenance tasks? 10. Do you have towing capability or foresee this as an issue? 11. What concerns would you have if contract included responsibility to fuel, maintain all fluid levels, etc? 12. Do you have a facility here in Kabul in which you can conduct the operator training classes? If so, how many can you accommodate per class? 13. Will you need translators for the training? 14. What additional information would you like to see addressed or added to the contract solicitation to make it easier for you to put together a proposal? 15. Can this requirement be awarded as a firm fixed price? (If not, why)
