The acquisition will proceed using a best-value tradeoff source selection scheme and will result in a design-bid-build, firm-fixed-price construction contract with an overall period of performance of 27 months. The required work elements include, but may not be limited to, the following: demolition of all existing timber portions of the pier (includes both the main platform and western trestle, estimated to be roughly 159,000 square feet) while rebuilding these pier features using a concrete structure by way of pile driving, formwork, and concrete placement. The replacement/upgrade through the use of a new concrete structure shall occupy roughly 79% of its original footprint and will incorporate the existing east trestle. Prospective Offerors will convene in the parking lot just outside the military base entrance, Access Control Point 1 (ACP), this location can be found entering the following address into google maps: -Military Ocean Terminal Concord, 5110 Port Chicago Highway, Concord, CA 94520 Any and all questions shall be submitted in writing in ProjNET (via https://www.projnet.org/ use Bid Inquiry Key to be provided with the solicitation. Any question asked during the site visit must still be submitted through ProjNET to have an official response. Any and all responses to questions asked during the site visit is not official unless it is posted in ProjNET and reflected in the solicitation. In order to coordinate access to MOTCO the following forms (attached with this posting) need to be completed and returned to Daniel Czech at daniel.e.czech@usace.army.mil no later than 10:00 am September 11 (Thursday) 2017. Each company is allowed to have up to 4 representative for the site visit. *** Please note, the MOTCO 190-3 form must be submitted in MS Excel format. PDFs of this form will not be accepted. On the day of the site walk, if the before mentioned forms have been approved, each individual will only need one form of ID. *Note that some state Driver's Licenses do not meet federal compliance of the Real ID Act, and are not valid forms of ID by federal agencies, including DOD. Also, MOTCO will bar access to non-U.S. citizens. If an individual was born outside of the U.S. they will have to provide proof of U.S. Citizenship, to include Naturalization Papers or a U.S. Passport (be sure to bring the originals if this applies). No Photography will be permitted. A composite record of photos indicating current conditions will be distributed electronically after the site walk.
