- This notice has been amended--Please see details below. The Government has added a request that offerors include a statement of the proposed number of visits to Edwards AFB each year to perform preventive maintenance and secondly, the closing date for this notice has been changed. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. Under this solicitation, a Request for Quotation (RFQ) is issued and is identified under solicitation number FA9301-18-Q-0002. Please submit written quotations in response to this RFQ. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95 and Defense Federal Acquisition (DPN) 20161222. This acquisition is a 100% set-aside for Small Business. The associated NAICS code is 238220-Plumbing, Heating, and Air-Conditioning Contractors; with a size standard of $15 Million. The purpose of this solicitation is to acquire Preventive Maintenance Services for Vehicle Exhaust Removal Systems located at four (4) Fire Stations located at Edwards Air Force Base, California. Preventive Maintenance Services shall be performed in accordance with industry standards and manufacturers recommendations for the servicing intervals of the associated system components. The period of performance for the proposed contract is: 1 October 2017 through 30 September 2020. The proposed base period for the contract is October 1, 2017 through September 30, 2018 with two option periods. Option Periods: Opt 1 - 1 Oct 2018 to 30 Sep 2019; Opt 2 - 1 Oct 2019 to 30 Sep 2020. Description of Required Services: The contractor shall provide all transportation, labor, tools, equipment, and materials necessary to perform the required work/services. To perform the prescribed services, the government estimates it will require one annual visit to service all four Exhaust Removal Systems and potentially additional visits for out-of-cycle repairs. Please reference the attached Statement of Work (SOW) for details. The following maintenance services are required for Edwards Air Force Base Fire Stations 1, 2, 3, and 5 and include changing of filters, lubrication of exhaust fan bearings, and calibration of the gas detection sensors at required intervals. Additionally, IAW ANSI/ASHRAE 62.1-2010, Ventilation for Acceptable Indoor Air Quality, systems shall be inspected to check for build-up of moisture or dirt accumulation. The National Fire Protection Association (NFPA) 91 (Standard for Exhaust Systems for Air Conveying of Vapors, Gases, Mists and Particulate Solids, Chapter 10 Testing and Maintenance); requires exhaust systems to be tested, inspected and maintained to ensure safe operating conditions with assignment of the responsibility for maintenance to trained personnel. And, ACCO Engineered Systems Preventive Maintenance: HVAC Operation & Maintenance Manuals for PRP Install Exhaust Removal Systems FSPM111295 A, B, C, & D. Please note: The Vehicle Exhaust Removal Systems at Edwards AFB were installed in 2015 and no preventive maintenance services have been performed to date. NOTE: The attached SOW (see Section 3) specifies additional details for the Contractor to follow. Detailed in the SOW are the following services: •a) Inspection and cleaning of the Self Contained Air Filtration Units (service as necessary). •b) Inspection and maintenance/lubrication of the Exhaust Fans. •c) Inspection and calibration of Gas Detections Systems. •d) Replace Air Filtration Unit and Gas Detection System Filters and Cartridges as required. Additional Requirements: Under the proposed contract, the Contractor will be responsible to maintain the exhaust removal systems for safe operation as designed. This may include additional repairs or out-of-cycle maintenance procedures that are identified during the performance of regular preventive maintenance measures. The Contractor may deem it necessary to repair or replace worn or damaged system components that are not specified as part of regular preventive maintenance actions. When this occurs, the Contractor will identify the necessary repairs and submit an Over and Above (O&A) Work Request to the Government Program Manager for review. The PM will forward the work request to the Contacting Officer for determination of pricing and final approval. See Section 4 of the SOW for a description of the process to submit O&A Work Requests. To gain access to Edwards AFB, Contractor employees will be subject to a criminal history background check and company owned vehicles must have current vehicle registration, proof of insurance, and the driver must have a valid driver's license. It is the Contractor's responsibility to ensure employees and managers are compliant with applicable Air Force Instructions and OSHA regulations and comply with all federal, state, and local laws. Also, the Contractor shall comply with all federal, state, and local Environmental laws and regulations. Please consult Sections 5 through 12 of the attached SOW for details regarding worker qualifications, reporting requirements, base access requirements, safety and health standards, safety equipment, trash/litter control, smoking policy, and environmental protection requirements. The line item description for this requirement is as follows: CLIN X001 - Preventive Maintenance Services for Fire Station Vehicle Exhaust Removal Systems. Perform annual preventive maintenance actions for Fire Stations 1, 2, 3, and 5 in accordance with the Statement of Work, industry standards and manufacturer's recommendations. All costs for specified maintenance services are included in the unit price. CLIN X002 - During the course of contract performance, the Contractor shall identify needed repairs for the respective Vehicle Exhaust Removal Systems and recommend corrective action through an Over and Above Work Request in accordance with the SOW and DFARS 252.217-7028. Site Visit: An optional site visit is available for Companies who are interested in submitting a quote in response to this solicitation. Should there be adequate interest in a site visit, interested parties will have an opportunity to visit one or two fire stations, view the respective exhaust removal systems and to ask questions regarding the requirements for the proposed contract. The tentative date/time for a site visit is at 10:00 a.m. (Pacific) on September 13th. Note: only one site visit will be held. Parties interested in attending the site visit must forward the names of all attendees along with their Driver's License Number/State of Issue, Last 4 of SSN, and confirmation the person attending the site visit is a U.S. Citizen. This information will be forwarded directly to Base Security in order to conduct a background check. The names and identification data of attendees must be forwarded to the individuals named below, NLT 12:00 p.m. Pacific, 7 Sep 2017. Respondents to this solicitation are to prepare a Q uotation detailing the costs of providing the specified preventive maintenance services as detailed in the attached SOW and in accordance with specified directives and manufacturer's manuals. The pricing provided in the quotation must include all costs for providing the preventive maintenance services specified in the SOW. The attached Bid Sheet (Attachment 2) may be used to record pricing information for each respective cost item in order to provide individual pricing for the respective exhaust removal systems associated with Fire Stations 1, 2, 3, and 5. Also, Attachment 3 may be used as a summary sheet to tabulate total contract costs. AMMENDMENT TO ORIGINAL NOTICE: Offerors, please include with your quote a proposed number of visits per year to Edwards AFB to perform the requested services. (End of clause) 5352.242-9000 Contractor Access to Air Force Installations As prescribed in 5342.490-1, insert a clause substantially the same as the following clause in solicitations and contracts: CONTRACTOR ACCESS TO AIR FORCE INSTALLATIONS (NOV 2012) (a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. (b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver's license, current vehicle registration, valid vehicle insurance certificate, and [ insert any additional requirements to comply with local security procedures ] to obtain a vehicle pass. (c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. (d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with [ insert any additional requirements to comply with AFI 31-101, Integrated Defense, and AFI 31-501, Personnel Security Program Management ] citing the appropriate paragraphs as applicable. (e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office. (f) Failure to comply with these requirements may result in withholding of final payment. (End of clause)
