Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number FA441717Q0153 is hereby issued as a Request for Quote. This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95 effective 19 January 2017. This acquisition is solicited as unrestricted. Responses are due no later than 28 September 2017 at 5:00 pm Central Time. The North American Industry Classification System (NAICS) code for this project is 314999. The Size Standard for this NAICS is 500 employees. The contractor shall provide all labor, equipment, materials, tools, parts, shipping, and all other items necessary to deliver the following items: RA-1 Parachutes and Accessories. **This is a Brand Name Requirement** The Advanced Ram Air Parachute System (ARAPS) is an individual Soldier's parachute system consisting of a main canopy, reserve canopy, harness, and container. The ARAPS main canopy serves as the functional component used to safely deliver the soldier to the ground during both combat and training airdrop operations. The main canopy is a ram air elliptical design and consists of the following: a deployment bag (D-bag); static line (S/L) (if used during Double Bag Static Line (DBSL) deployment mode); soft pilot chute or a spring-loaded pilot chute for use during Military Free Fall (MFF) operations; suspension lines; risers; control toggles; slider; and canopy release assemblies for connection to the system harness. A ram air parachute is a rectangular parafoil, or ram air canopy, consisting of a series of tubular cells, that act as a rigid wing when inflated and allow the parachutist to navigate the parachute toward the Intended Point of Impact (IPI). The RA-1 (Ram Air 1) parachute system, also referred to as ARAPS, is the established parachute system for the DoD and is currently being implemented throughout AFSOC. Reference Military Free Fall Advanced Ram Air Parachute System issued by USASOC and US Army Evaluation Center, Final Report for the Developmental Test (DT) of the Advanced Ram Air Parachute System (ARAPS). The ARAPS is the parachute system that has replaced the standard MC-4 Ram Air Parachute System. VI. The anticipated price will be determined fair and reasonable based on competitive quotes received for this solicitation. VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted. Market research was conducted by searching Federal Business Opportunities. Previous purchases were found and advertised as sole source procurements through both the Air Force and Army. However, the Sources Sought notice posted for this requirement revealed two vendors capable of fulfilling this acquisition. IX. Any other facts supporting the use of Other Than Full and Open Competition. X. List of sources, if any, that expressed interest in the acquisition. See Paragraph VI. XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required. At this time, there are no planned actions the agency is able to take in order to remove or overcome barrier to competition for future requirements. Decisions to implement a new Military Free Fall Parachute system would need to be made across service agencies, the system would need to go through testing and approval. If an alternate product were tested and approved, AFSOC would need to replace existing RA-1 Parachutes to ensure a parachute standard to ensure proper training and safety of the parachutists. XII.
