Description

The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, VA237 number 565-18-1-4039-0001, on behalf of the Fayetteville VA Medical Center 2300 Ramsey Street, Fayetteville, NC 23801, intends to award a 3 month sole source Firm-Fixed Price Contract for Valet Parking Services in accordance with IAW 41 U.S.C. 3304(a)(5) FAR 6.302-5 Authorized or Required by Statute VAAR 819.7007 Sole Source Awards to Service Disabled Veteran Owned Business Concerns. Authorized or Required by Statute (FAR 6.302-5) The Veterans Benefits, Health Care, and Information Technology Act of 2006 (38 U.S.C. 8127(c)), authorizes the Department of Veterans Affairs to utilize other than competitive procedures to contract with a small business concern owned and controlled by veterans if (1) such concern is determined to be a responsible source with respect to performance of such contract opportunity; (2) the anticipated award price of the contract (including options) will exceed the simplified acquisition threshold (as defined in section 4 of the Office of Federal Procurement Policy Act (41 U.S.C. 403)) but will not exceed $5,000,000; and (3) in the estimation of the contracting officer, the contract award can be made at a fair and reasonable price that offers best value to the United States. In and Out Valet Company is a Service Disabled Veteran Owned Small Business (SDVOSB) verified by the Department of Veterans Affairs Center for Veterans Enterprise (CVE). The sole source authority in 38 U.S.C. 8127(c) does not require a determination that only one SDVOSB is available to meet the requirement. However, this is a short-term contract being put in place to ensure that the facility has valet and shuttle service to meet the needs of its veteran patients. This is not a request for competitive offers and no solicitation is available. Market Research was conducted to determine if there will be adequate competition for a solicitation at the conclusion to this Three-month contract. Based on the results of that market research, it has been determined that the follow on contract will be competed among Service Disabled Veteran Owned Small Businesses under the authority of 38 U.S.C. 8127. The Government intends to award the contract with an effective date of 1 October 2017 to IN AND OUT VALET COMPANY, 366 Wendel Road IRWIN, PA, 15642-4558, Cage Code: 3S3F6, with a Period of Performance 1 October 2017 31 December 2017 This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Officer within one (1) calendar days of this publication by contacting Bernard Huated via e-mail at bernard.husted@va.gov. Telephone inquiries will not be accepted. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
