Description
In accordance with Section 3.2.2.4 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), the purpose of this announcement is to inform industry of the basis for the FAA's decision to contract on a single source basis. The FAA intends to award a purchase order to JVN Communications, Inc. for Simulation Driver & Radar Recorder (SDRR) & SiteShadow permanent software licenses. The SDRR is an upgraded version of the Inter-Facility & Radar Simulator (FIRS), which is a simulation tool that provides surveillance data communications to Terminal & EnRoute Air Traffic Control (ATC) systems without interfering with ATC operations. It also records and plays existing or newly built scenarios into various Terminal and host systems. It provides a display of all related National Airspace System (NAS), Automated Radar Terminal System (ARTS) and surveillance facilities. The display provides message counts, device status and error messages. JVN Communications, Inc., retains the proprietary data rights and as such, is the only vendor capable of providing the required software, firmware and hardware to support the Standard Terminal Automation Radar System (STARS) and Common Automated Radar Terminal System (CARTS) testing environments. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in providing the services outlined herein and the FAA will evaluate accordingly.
