RLP #18-REG03 – OFFICE SPACE Erie, PA SOLICITATION NO: 18-REG03_6PA0262 NOTICE TYPE: Sources Sought CLASSIFICATION CODE: X – Lease of rental facilities NAICS CODES: 531120 -- Lessors of Nonresidential Buildings (except Miniwarehouses) SYNOPOSIS: U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP): State: Pennsylvania City: Erie Delineated Area: North: Bayfront Parkway South: 14th Street East: Holland Street West: Sassafras Street Minimum Sq. Ft. (ABOA): 9,929 Maximum Sq. Ft. (ABOA): 11,805 Space Type: Office Term: Up to 15 Years Additional Requirements: 1) Office cannot be more than twice as long as it is wide and must be contiguous and level. 2) Columns cannot be less than 20 feet from each other or from walls. No load bearing walls in space. 3) Minimum of two elevators (one freight) for locations not on the ground level. 4) Public Facing Agency: Employee entrance/exit and customer entrance/exit in separate corridors. 5) Public Facing Agency: Public transit within two blocks, running hourly during weekday office hours. 6) Pedestrian Friendly: No divided highways within one block of space. 7) Handicap Accessible: Entire space/ common area/ corridors/ must be accessible and several parking spaces must be handicap accessible. HOW TO OFFER: The Automated Advanced Acquisition Program (AAAP), located at https://aaap.gsa.gov, will enable interested parties to offer space for lease to the Federal Government in response to RLP 18-REG03. In addition, the Government will use its AAAP to satisfy the above space requirement. Interested parties must go to the AAAP website, select the “Register to Offer Space” link and follow the instructions to register. Instructional guides and video tutorials are offered on the AAAP homepage and in the “HELP” tab on the AAAP website. Once registered, interested parties may enter offers during any “Open Period”. The Open Period is the 1 st through the 7 th of each month, ending at 11:59 p.m. EST. The October open period is from Oct 1 st through Oct 20 th. Offers cannot be submitted during the Closed Period (8 th through the end of each month) and will not be considered for projects executed during that time period. Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the RLP requirements package found on the AAAP website. During the Open Period, offerors will be permitted to submit new offers or modify existing offers. Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period. The offered space must comply with RLP 18-REG03 and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease.
