Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Parker Hannifin, Irvine, CA, for the depot capability establishment for the Navy organic D-Level maintenance and repair capabilities of the P-8A Inflight Refueling and Fuel System Components at the D-Level maintenance activity located at FRCSE. This will include assessing, identifying and providing all required Support Equipment (SE), tooling, computer resources (e.g. laptop computers, software, cables) and fixtures, in support of the components of the Fuel System. The Contractor shall also provide training, Component Maintenance Manuals (CMM's), engineering drawings and support, calibration and logistics documentation and support necessary to establish the Navy organic D-Level maintenance and repair capabilities. This effort also includes a Depot Assessment which is being synopsized under PSC code B544 and NAICS code 541990 under Solicitation number N68335-17-R-0222. Under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, the Government intends to issue a sole source contract to Parker Hannifin because this firm is considered the only responsible source capable to perform this effort. The Government does not own technical data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses much be received within 15 days of publication of this notice. Responses should reference N68335-17-R-0222A.
