- This action will conduct Non Recurring Engineering (NRE) to verify the new Radar Altimeter meets the same form, fit and function as the current component. Additionally, the effort will provide technical data to support an Engineering Change Proposal (ECP) for incorporation into the GQM-163A Target Due to the uncertainty of the design, integration and testing efforts, a Fixed-Price contract type is not the most reasonable approach at this time. Once the Radar Replacement has successfully been integrated, it will be incorporated into GQM-163A production via an ECP as a Fixed-Price effort This action complies with FAR 16.301-2 in that: a. Uncertainties involved in the design, integration, testing efforts, and contract performance do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract.
