- This notice to advise the public that NASA Ames Research Center (ARC) intends to extend the contracts discussed below. These requirements are being extended on a sole-source basis pursuant to 10 U.S.C 2304(c) (1), as the supplies or services are available from only one responsible source or from a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. 1. ARC in collaboration with, and support of, the Operationally Responsive Space (ORS) office intends to extend NNA10DF16B, the Rapid Response Space Works (RRSW) single award Indefinite-Delivery Indefinite-Quantity (IDIQ), Cost-Plus-Fixed-Fee (CPFF) and Cost-Plus-Incentive-Fee (CPIF) contract awarded to Millennium Engineering and Integration (MEI). The principal purpose of the RRSW contract is to design, develop, build, operate, and sustain the RRSW to enable rapid access to space for the Department of Defense (DoD). The RRSW contract activities include mission coordination, design, development, procurement, assembly, integration, test, on-orbit support, launch support and ground system support. 2. ARC also intends to extend two of five Modular Space Vehicle (MSV) multiple award, IDIQ CPFF and CPIF contracts; Northrop Grumman (NG) contract NNA11AA03B and Sierra Nevada Corporation (SNC) contract NNA11AA05B. The primary purpose of the MSV contracts is to manage and execute the technical, schedule and cost performance necessary to incorporate and evolve reconfigurable, modular bus and payload architectures that have been under development and transition them into hardware development, demonstration and operations of multi-mission MSV missions to include components, satellite buses, payloads, ground commanding and telemetry, space/ ground components, subsystems and/ or data- handling systems. The architecture developed for these responsive, modular spacecraft is to be designed in such a way as to allow flexibility to meet multiple missions with minimal changes within the basic design. The spacecraft architecture is intended to include multi-mission modular bus and payload designs. The RRSW period of performance will be extended by 12 months with two (6) month option periods. The base period will be extended from November 9, 2017 through November 8, 2018. The MSV period of performance for contract NNA11AA03B will also be extended by 6 months, from November 9, 2017 through May 8, 2018. NNA11AA05B will be extended by 7 months, from November 9, 2017 through June 21, 2018. The Government is working the follow-on acquisitions for MSV and RRSW. MEI is the only company that can complete the required RRSW activities and avoid unnecessary delays in fulfilling the ORS mission while the follow-on requirements are being competed. NG is currently working classified requirements on task order NNA16BE83T and is the only company that can complete the work. SNC is currently developing hardware on task order NN14AC24T and is the only company that can deliver the hardware and provide operations support. Both of the MSV requirements that are currently in development are unique and innovative thus the support required for these requirements can only be provided by these two companies. No new requirements will be competed under the MSV multiple award IDIQ contract during this extension period. The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent is not a request for proposals. A determination by the Government not to compete the proposed contract extensions based upon responses to this notice is solely within the discretion of the Government. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the extension effort to the Contract Specialist identified below not later than 4:30 pm Pacific time on Friday, October 13, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice.
