Description
Amendment 000002 is to extend quote due date from 10/06/2017 4:00 pm PST to 10/13/2017 4:00 pm PST. The Bureau of Reclamation, Lower Colorado Region has a requirement to supply 20 new positive and fixed displacement vane pump assemblies at Hoover Dam. All costs to supply and deliver the products shall be included with your quote. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-89. However, Request for Quotation (RFQ) R17PS00948 will be issued simultaneously with this announcement to facilitate receipt of electronic quotes. It is anticipated that the Government will award a contract resulting from this request for quote to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1.Equipment Proposal 2.Technical Capability 3.Experience 4.Past Performance 5.Price (all proposed prices will be reviewed for price reasonableness) Basis for award will be best-value trade-off. Technical Evaluation Criteria: Factor 1 Equipment Proposal Offeror shall provide conceptual drawing(s) and a narrative with enough detail to ensure Hoover Engineering will be able to determine if the offeror has a clear understanding of the required work. Factor 2 Technical Capability Offeror shall demonstrate adequate capability to perform manufacturing of hydraulic equipment of comparable size, type, and complexity as the Governor Pump units at Hoover Dam. The proposal clearly demonstrates the proposed equipment, facilities, personnel, and manufacturing capabilities and methods of the offeror for work performed by the offeror or proposed subcontractors. A. The offeror shall provide a list and/or photographs of the facilities and equipment to demonstrate that the offeror has the capabilities to manufacture hydraulic equipment. -The offeror will include photographs and physical address of the offeror's facility. -The offeror will include a list of the pieces of equipment that the offeror possesses to manufacture hydraulic equipment in accordance with the statement of work. The offeror will include photographs of these pieces of equipment. -The offeror will include a list of the pieces of testing equipment that the offeror possesses to test hydraulic equipment in accordance with the statement of work. The offeror will include photographs of these pieces of equipment. B. The offeror shall provide a detailed description of its employees. -Provide a list of current employees who will perform work on this contract. The offeror will include their qualifications and length of employment. Trade/craft employees shall possess at least an average of five (5) years' experience. Factor 3 - Experience The Offeror's proposal should clearly demonstrate relevant experience related to the design and manufacture of hydraulic systems of comparable size, type, and complexity as the Governor units at Hoover Dam. The Offeror shall provide detailed information on two or more comparable projects that were performed during the past ten years. The Offeror shall submit the following information for each of their projects: -Name of the project. -Description of the scope of work. -For each project listed, indicate whether the offeror was functioning in the capacity of the prime contractor or subcontractor. -The offeror may not attribute to its experience the individual experience of its current employees or proposed employees. Factor 4: Past Performance NOTE: A quoter without relevant past performance, or for whom information on past performance is not available; a Neutral rating will be assigned. Quoters are encouraged to submit past performance information on projects where they performed work as subcontractors or as part of a team or joint-venture as well as on work where they performed as the prime contractor. Also, if you intend to use a partner arrangement and/or a subcontractor to perform on this work, past performance information should be submitted for them as well. Quoters shall specifically identify in their quote any past performance shown that is attributed to current or to prospective employees and or subcontractors. The Government may also use past performance information obtained from sources other than those identified by the quoter. Information obtained from the Past Performance Information Retrieval System (PPIRS) located at https://www.ppirs.gov/ is one of the sources that will be utilized. PPIRS functions as the central warehouse for performance assessment reports received from several Federal performance information collection systems and is sponsored by the DOD E-Business Office and administered by the Naval Sea Logistics Center Detachment Portsmouth. The Government will also use information obtained from The Federal Awardee Performance and Integrity Information System (FAPIIS) located at https://www.ppirs.gov/fapiis.htm. The Government will evaluate the quoter's Past Performance information for currency relevancy, source if the information, context of the data, and general trends in the contractor's performance to determine the Government's confidence in the likelihood of the quoter successfully completing the contract requirements. Factor 5: Price All proposed prices will be reviewed for price reasonableness. This requirement is for Full and Open Competition. The North American Industry Classification System (NAICS) Code for this acquisition is: 333911, Pump and Pump Equipment Manufacturing. The small business size standard for NAICS Code 333911 is 750 employees. See Request for Quote Package for further details on this requirement.
